Head, Human Dimension Department

The OSCE Mission to Bosnia and Herzegovina is mandated to assist the country to make the transition to a stable, peaceful, democratic, multi-ethnic and self-sustaining society.

As a result of restructuring in the Mission and the merger of the three former Departments of Human Rights, Education and Democratization, a new Human Dimension Department will be created which will form the largest programmatic unit in the Mission.

The Head, Human Dimension Department, as a senior programmatic Mission member, will be responsible for shaping the strategic direction of and determining the priorities of this new department, whilst at the same time ensuring that the sectoral specialisations are retained and integrated into a new programme.

Reporting to the Deputy Head of Mission and through him, to the Head of Mission, the incumbent will, more specifically, be tasked with:

- Ensuring, in close co-ordination with the Director of Policy and Planning, that an integrated political and programmatic strategy is developed and implemented consistent with and relevant to the Mission’s mandate, the direction provided by the participating States and the conditions prevailing within the country;
- Acting as programme manager with budgetary and administrative oversight of the department’s activities, including extra-budgetary funded proposals, and overall supervision of human resources in accordance with the common regulatory framework applied throughout the OSCE;
- Co-ordinating the work of department staff in the head office and in the field to ensure that agreed objectives are achieved by a coherent team: to this end, paying regular visits to the field to establish effective co-ordinating mechanisms;
- Analysing the effectiveness of the department in reaching Mission objectives and complementarity with the activities of other organisations, adherence to best practices; identifying measures to improve and streamline programme implementation;
- Maintaining regular contact with international and domestic authorities to ensure effective programmatic co-ordination and advocacy for political or financial support;
- Performing other related duties as required.

MINIMUM QUALIFICATIONS:

- Advanced university degree in law, international relations, public policy, political or social sciences;
- Minimum of ten years of progressively responsible international management experience, with at least five years at senior or strategic level;
- Demonstrated clear understanding of the complex political situation in Bosnia and Herzegovina and the role of the OSCE Mission in the country;
- Demonstrated ability to empower others to translate vision into results; pro-active in developing strategies to accomplish objectives; solicits input by valuing others’ ideas and expertise;
- Computer literacy with practical experience with Microsoft packages; knowledge and understanding of integrated IT systems such as Oracle would be an asset;
- Professional fluency in English with excellent written and oral communication skills; knowledge of other OSCE working languages, especially good working knowledge of the official languages in Bosnia and Herzegovina, is highly desirable;
- Strong interpersonal skills and ability to establish and maintain effective partnerships and working relations; willingness to work as a team member and with people of different cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity with tact and diplomacy in dealing with both external persons and multinational staff.
