Background

The United Nations Department of Field Support, Information and Communications Technology Division (UN DFS-ICTD) is responsible for the delivery of applications that satisfy the requirements of the Departments of Peacekeeping Operations and Field Support (DPKO/DFS) missions as well as Special Political Missions (SPMs).

DFS has implemented a range of systems to address the principal requirements of peacekeeping operations and to support and enhance the processes DFS undertakes.

The United Nations has acquired a Talent Management (TM) system to modernize the human resources functions for recruitment, strategic planning, career development and performance management and provide better support to staff members in the field. The Talent Management system is essential to supporting DFS processes and has to be implemented in conjunction with a streamlined process, updated policy and clearly defined roles and responsibilities.

UNOPS has been requested to assist in the implementation of this activity.

Duties and Responsibilities

As the lead business driver focusing on the Recruitment and Strategic Workforce Planning functions, the Technical Data Migration Lead – Talent Management Administrative Officer will coordinate with all parties to configure and deploy the Talent Management System.

Under the supervision of Chief of HRISS the incumbent will be responsible for the following duties:

Human Resource Systems Management

- Assist in the delivery of architectural design and planning;
- Prepare a data conversion strategy that will include data mapping;
- Assist in development of all interfaces and integration points with legacy systems, including scripts for data exchange and data exchange schedule;
- Assist in project management and PMO activities;
- Assist and facilitate in development of a comprehensive data security policy;
- Assists in the coordination and scheduling of all meetings related to Technical Design in order to meet the dates and objectives of related projects.

General Administration

- Review all technical requirements and design documents to ensure they are consistent with required architecture;
- Arrange meetings, working sessions and calendar events as they relate to Technical Design for the TM Project office;
- Review all Data Conversion, Interfaces and Integration documents to ensure that all required technology solutions are in place for a new system;
- Produce major/complex reports for management;
- Provide guidance and leadership to junior staff;
- Perform other related work as required.

Required Selection Criteria

Competencies

Professionalism – Substantive experience and knowledge of Relational Database Management Systems, Database Administration, and expertise in use of data conversion tools is required. Knowledge of IT common structure in large international environment. Ability to think “out-of-the-box”. Project management and team project work experience required; Ability to think logically and analytically in a problem-solving environment. Self-reliant and able to work independently as well as in a team. Knowledge of human resources functions and talent management, preferred. Ability to work collaboratively with all parties.

Managing Performance - Delegates the appropriate responsibility, accountability and decision-making authority. Accurately judges the amount of time and resources needed to accomplish a task and matched task to skills. Monitors progress against milestones and deadlines. Regularly discusses performance and provides feedback and coaching to staff.

Communication - Excellent communication (spoken and written) skills, including the ability to convey complex concepts both orally and in writing, in a clear concise style. Demonstrated ability to communicate effectively at all levels, especially in technical support functions, training activities and seminars/demonstrations to executive and senior staff.

Client Orientation – Ability to identify and analyze clients’ needs and propose appropriate solution to meet business requirements.

Planning and Organizing – Ability to organize, plan and implement work assignments, manage competing demands and work under pressure of frequent and tight deadlines. Strong interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multi-cultural environment.

Education/Experience/Language

- Advanced university degree (Master’s degree or equivalent) in Information Systems, Information Management, Computer Science, or related field. A first level university degree with a combination of relevant academic qualifications and extensive experience in information systems or human resources may be accepted in lieu of an advance university degree;
- Database administration certification preferred;
- Minimum seven years of progressively responsible professional experience in systems design and implementation, in the areas of Human Resources management, preferably Enterprise Resource Planning systems and Human Capital/Talent Management applications.
- Experience in administration design, testing of corporate systems and Data Migration Projects;
- Strong technical background in relational database design and database administration;
- Strong knowledge of SQL;
- Project management experience in international or multi-cultural organization work experience is required;
- Fluency in written and spoken English.
