OVERALL DESCRIPTION
General Description of the Programme:
GOAL is in the process of securing funding for a 6 month WASH emergency intervention program from UNICEF. The objective of this emergency program is to contribute to the prevention/reduction of cholera by restoring the coping mechanisms of populations at risk through the provision of hygiene promotion and cholera awareness education and increased access to and optimal use of safe water.
This program will be implemented in partnership with the MoHCW and other local government agencies, in particular the District Development Fund (DDF). The implementation of this project will be a community based approach with GOAL supporting the rehabilitation of 100 community water points across 6 wards in Hurungwe district. Community sensitization and participation will play a key role in the identification and prioritization of the water points for rehabilitation and activities will include the formulation (or re-formulation) of Village Water committees, the training and equipping of pump minders and hygiene promotion all form an integral part of this WASH intervention.
General Description of the Role:
The purpose of this role is to establish this project, implementing systems and procedures to ensure all activities are carried out in line with relevant GAOL standards, codes of conduct and humanitarian principles. Hiring and training of a WASH team and developing a national counterpart with the capacity to guide this project to completion is a pivotal function of this role. The WASH engineer will be responsible for the design of both the technical and social components of this emergency WASH intervention.
Key Duties:
- Hiring and training of team members (3) including a national counterpart.
- Design of both the technical and public health aspects of this program, ensuring appropriate and achievable work plans are in place to achieve the objectives of this program over the full project period (6 months).
- Use participatory approaches as far as possible throughout the programme, particularly in the identification of the community water points for rehabilitation.
- Ensure activities are undertaken in a way that reflects the needs of specific vulnerable groups such as children, the displaced and people living with HIV/AIDS.
- Ensure that project activities are implemented and budget administered in line with the work plan and donor policies.
- Ensure approtiate monitoring systems are in place, in particular systematic approach collection and testing of water samples.
- Weekly reporting to Program manager and other adhoc reporting as required.
- Coordinate with other members of GOAL team, other agencies, donor representatives, community representatives and local authorities. This includes active participation in WASH sector coordination meetings and promotion of exchange of good practice and information between agencies and government.
- Provide technical advice and support to other GOAL Zimbabwe WASH projects as necessary.
Requirements: (educational, language, etc.)
- A degree in engineering and preferably in water and sanitation
- Knowledge of public health and one or more other relevant areas (e.g. health promotion, community development, education, community water supply.)
- 2 + years of previous overseas experience managing WASH projects
- A management style that promotes staff capacity. Developing management skills of staff is a critical component of this role.
- Experience in liaising with government officials and donors
- Strong understanding of hygiene promotion and community mobilization in relation to water and sanitation activities.
- Budgetary control and financial management skills.
