The Bureau for Institutional Reform and Democracy GmbH (BiRD) is an independent and internationally active consulting firm dedicated to the provision of top-tier consulting and project management services.

Location: Malawi - Lilongwe

The Bureau for Institutional Reform and Democracy (BiRD) is looking for an International Institutional Development Expert for a short-term mission within the Promotion of the Rule of Law and Civic Education in Malawi project.

Programme: PROMOTION OF THE RULE OF LAW AND CIVIC EDUCATION IN MALAWI PROJECT/RULE OF LAW-COMPONENT

Mission:
Institutional Development for the Directorate of Public Prosecutions (DPP) and the Department of Legal Aid

Starting period: Tentatively early March 2010.
Project duration: For the team leader – 1.5 months (= 33 working days) over a 3-month period . The latest date for completion of the assignment is 1 June, 2010. The mission might be split into two legs.
Location: Lilongwe and homebase (with one trip to Mzuzu and Blantyre)

Specific objectives
To increase the efficiency of the Directorate for Public Prosecutions and the Legal Aid Department; to review the appropriateness of existing legal frameworks, mandates and policies; to design, develop and deliver a tailor-made training programme based on a training needs analysis.

Profile required

Team Leader - International Institutional Development Expert

S/he must be a citizen from one of the EU member States or from any of the ACP countries and should have the following skills:
- Fluent in spoken and written English
- Team work experience
- Strong analytical competence and interview skills.
- Active listening skills and excellent reporting writing skills.

In addition, the required specific profile for the position is:

Qualifications and skills:
- Advanced university degree in management, law, human rights, political science or related field.
- Proven team leadership, team coordination and client liaison abilities.

General professional experience:
- Minimum of 10 years of relevant professional experience in public sector Institutional development;
- Proven experience in conducting organisational functional reviews assessments/evaluations and capacity building;

Specific professional experience:
- Proven experience in public sector institutional reform and organizational development policy and practice in the developing country context;
- Extensive knowledge and experience of working in and management of institutional changes or similar processes or public sector institutions or agencies;
- Proven experience in public sector policy development and capacity building;
- Knowledge of the Governance and Justice Sector in the African context is considered an asset, but not essential.
