Location: Democratic Republic of the Congo (the) - Bukavu
IRC manages programs in six sectors of intervention in South Kivu: Health, Community Recovery, Gender-Based Violence, Civil Society Development, Education and Emergency Preparedness & Response. With the main office in Bukavu and a field office in Minembwe, the South Kivu program is the biggest office of IRC DRC with a total budget of 12 million in 2010, 20 international staff and 239 national staff. The Provincial Director will provide senior leadership to project implementation, associated support services, and all planning and fundraising efforts within the IRC programs in South Kivu.
Responsibilities:
- Program Implementation and Quality Assurance – Provide leadership and oversight to program and operation staff charged with implementing large multi-sectoral programs in area of responsibility. Work in collaboration with the Director of Programs to assure appropriate monitoring and evaluation systems are maintained to increase quality and program appropriateness over time.
- Efficiency and Accountability within Support Services – Increase efficiency and accountability within the provision of operations and financial support services through a focus on training, policy compliance monitoring and work flow and process analysis. Collaborate with Director of Operations and Director of Finance to maximize efficiency and accountability within all aspects of support service delivery.
- Staff Recruitment and Development – Coordinate the recruitment of all staff based in area of responsibility, ensuring that mobilizing orientation is made available in the short term, as well as long-term performance management support and empowerment. Working in collaboration with the HR department in Kinshasa to develop a staff development strategy that will allow them to perform to their potential.
- Representation, Coordination and Planning – Lead strategic planning and fundraising processes for all programs based in South Kivu. Represent the IRC within donor and high priority coordination fora – maintaining positive and productive working relationships with donor and government counterparts alike.
This position reports to Country Director and manages a staff of 20 international and 239 national staff.
Requirements
- Graduate degree in international development or business administration.
- At least 7 years of international program or operations management experience, leading program implementation and support services.
- Demonstrated systems and process analysis skills and experience in developing strong monitoring and evaluation systems.
- Excellent written and oral communication skills in French and English.
