The Bureau for Institutional Reform and Democracy (BiRD) is looking for one senior expert in media issues for a feasility study for support to independent governance institutions involved in the electoral process mission in Ghana.

Programme: Lot 7 - A FEASIBILITY STUDY FOR SUPPORT TO INDEPENDENT GOVERNANCE INSTITUTIONS INVOLVED IN THE ELECTORAL PROCESS – GHANA

Project duration: 10 working days
Location: Accra (Ghana)
Description of the assignemnt:
The overall objective of the contract is to “Strengthening the practice of democracy and good governance in Ghana”. The specific purpose of the contract is the “Identification of the most effective and efficient way for the European Commission to support relevant IGI’s involved in the electoral process in Ghana asearmarked under the Country Strategy Paper for the 10 thEDF.

Profile senior expert in media issues:

Qualifications and skills

- An academic qualification relevant to the tasks required with a minimum of a University Masters Degree (ex: degree in international relations, law, political science, social science, management business administration or related field)
- A very good knowledge of Microsoft Office, particularly Word and Excel, and good
presentation skills
- Perfect command of written and oral English is a must
- Demonstrated ability to work under pressure in sensitive political environment
- Excellent analytical and drafting skills
- Excellent communication skills and intercultural sensitivity are essential

General Professional Experience:

At least 10 years of proven international experience.

Specific Professional Experience:

- At least 5 years of extensive field experience, with general background in electoral operations gained in international/national organizations. Participation in missions organized by the OSCE Office for Democratic Institutions and Human Rights or the European Union or other relevant institutions/organisations will be an advantage.
- A strong experience in dealing with media regulation and media monitoring as well as implementing support programmes
- Previous relevant, professional and managerial/advisory experience of the candidate in Ghana should be considered as an asset.
- Specific local expertise and knowledge related to the media monitoring Ghanaian context would be a clear asset
