The Bureau for Institutional Reform and Democracy (BiRD) is looking for one senior expert in election administration for a feasility study for support to independent governance institutions involved in the electoral process in Ghana

Programme: Lot 7 -
A FEASIBILITY STUDY FOR SUPPORT TO INDEPENDENT GOVERNANCE INSTITUTIONS INVOLVED IN THE ELECTORAL PROCESS – GHANA

Project duration: 20 working days
Location: Accra (Ghana)
Description of the assignment:
The overall objective of the contract is to “Strengthening the practice of democracy and good governance in Ghana”. The specific purpose of the contract is the “Identification of the most effective and efficient way for the European Commission to support relevant IGI’s involved in the electoral process in Ghana as earmarked under the Country Strategy Paper for the 10 thEDF.

Profile Senior Expert in Election Administration:

Qualifications and skills
- An academic qualification relevant to the tasks required with a minimum of a University Masters Degree (ex: degree in international relations, law, political science, social science, management business administration or related field)
- A very good knowledge of Microsoft Office, particularly Word and Excel, and good presentation skills
- Perfect command of written and oral English is a must
- Demonstrated ability to work under pressure in sensitive political environment
- Excellent analytical and drafting skills
- Excellent communication skills and intercultural sensitivity are essential

General Professional Experience
- At least 15 years of proven international experience.

Specific Professional Experience
- At least 7 years of extensive field experience, with strong experience in electoral operations gained in international/national organizations; in depth understanding of all aspects of electoral processes and their technical and political implications. Participation in missions organized by the OSCE Office for Democratic Institutions and Human Rights or the European Union of other relevant international or regional institutions/organisations will be an advantage.
- A general background in election administration and comparative experience in dealing with electoral legislation, electoral systems and electoral technical assistance. A proven and extensive track record in the different phases of implementation of electoral assistance projects should be considered as an asset
- Extensive experience in donor coordination, donor government relations and donor operative systems
- A knowledge of programme identification/formulation and implementation modality(ies) of the European Commission under 10th EDF should be considered as an asset
- Previous relevant, professional and managerial/advisory experience of the candidate in Ghana should be considered as an asset.
- A confirmed experience in Sub-Saharan Africa will have an advantage
