II. Organizational Context

The UNDP Somalia Rule of Law and Security Programme (ROLS) is comprised of 5 components that are programmatically and operationally linked. The project components are: judiciary, law enforcement, human rights and gender, Demobilization, Disarmament & reintegration (DDR) / Armed Violence Reduction (AVR) and mine action.

The DDR/AVR project in Somalia evolved from the DDR and small arms control project. It builds on lessons learned from countries such as Haiti, Colombia and El Salvador which demonstrated the interest of relying on communities and local authorities to address armed conflicts and reduce violence. The project intends to build confidence, stability and security through the involvement of State actors in a partnership with the community in order to reduce and prevent armed violence, creating favourable conditions for recovery and development. This is supporting the outcome 3 of the UNTP: “Improved security and protection under the law for all in Somalia”.
The project will mainly be implemented at the community level through a local assessment of violence (diagnosis) followed by the design and implementation of relevant interventions. At the regional or national level, the project works on the development of adequate policy frameworks, the collection of comparable baseline data, knowledge management and capacity building initiatives.
The project relies on a wide network of implementation partners and collaborating organisations, including:
1. Governmental counterparts in key Ministries in Somaliland, Puntland and South Central Somalia;
2. Partner NGOs and agencies, with whom UNDP has signed agreements for the implementation of various component of the project;
3. Participants in a common Community Safety Framework;
4. Other NGOs and UN agencies involved in a similar line of work.
Regular workshops and trainings are organised to exchange information and synchronise work plans with these organisations.

III. Functions / Key Results Expected

Duties and Responsibilities:

Under the supervision of the DDR/AVR Project Manager, the consultant will help organise and facilitate a series of workshops and trainings.

His/her main duties will be as follows:

- Develop workshop agendas, ensuring for interactive discussions with project partners;
- Brief project staff who might be acting as co-facilitators, in particular on facilitation techniques;
- Coordinate and facilitate workshops;
- Draft workshop reports and other guidance notes as required.

- Ability to conceptualise web-based communication and information exchange tools;
- Excellent interpersonal skills; ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity;
- Commands thorough theoretical and practical knowledge of broader security concepts, armed violence reduction, conflict management, victim assistance and security sector reform;
- Pragmatism, understanding of operational constraints in highly volatile and insecure contexts.

VI. Recruitment Qualifications

Education: - Advanced University degree (Masters Degree or equivalent number of years experience in facilitation 10 years +) in political sciences, international relations, or law, preferably with specialization in human rights/legal assistance. A relevant combination of university degree, professional training and experience may be considered in lieu of the advanced degree.

Experience: - Experience in security related projects, preferably within a conflict or post conflict environment in East Africa.
- Strong capacity to liaise with NGO network required
- Knowledge of Somalia a requirement
- 2-3 years experience in facilitation of workshops

Language requirements: - Fluent in English (written and spoken); knowledge of Arabic or Somali would be an advantage.

VII. Terms of Service

This is a non-staff contract under the Special Service Agreement (SSA) modality of hiring of the UNDP. Individuals engaged under an SSA serve in their individual capacity and not as representative of a government institutions, corporate body or other authority external to UNDP. The incumbent shall not be considered as staff of UNDP, the UN common system or the government and are therefore not entitled to any diplomatic privileges or any other special status or conditions.

Based on the outcome of the competitive process. The incumbent will be engaged on an SSA contract on a retainer basis. The contract will be over span of three years at a pre-determined rate on time and material basis.
