International Relief and Development (IRD) Inc., is a non-profit non-governmental organization specializing in international development and humanitarian assistance in over 20 countries.  IRD’s mission is to reduce the suffering of the world’s most vulnerable groups and provide tools and resources needed to increase their self-sufficiency.  We accomplish our mission by implementing targeted cost-effective relief and development programs that improve the lives of these vulnerable groups. IRD works with a wide range of partners to provide technical assistance in the areas of health, economic development, relief, infrastructure, civil society and sustainable agriculture.  IRD will be implementing a three year McGovern-Dole International Food for Education and Child Nutrition Program in Liberia that aims at creating a sustainable business model for school feeding.

The primary function of the Finance Manager is to manage the overall accounting and financial control systems for IRD/Liberia Office and ensure that adequate and appropriate internal controls are in place to meet generally recognized accounting standards. In addition, the Finance Manager will manage all bookkeeping, bank accounts and cash flow to ensure sufficient funds are available for effective and efficient implementation. Specific areas of responsibility include financial report preparation, review and submission to IRD HQ, cash flow management.

Main responsibilities:

- Maintain and update accounting and financial control systems in accordance with U.S government regulations (expenses are reasonable, allowable and allocatable) IRD policy transactions are conducted, processed and recorded as stipulated by the system. IRD policy and procedures are implemented.
- Manage the preparation and submission monthly expenditure reports, ensuing that they are accurate, complete and submitted to IRD Liberia Country Director in a timely manner (usually the 30th of each month).
- Manage the preparation and submission of monthly fund projections ensuring that they are accurate and complete.
- Work in close collaboration with the Country Director and other senior IRD/Liberia staff for project budget and expense planning.
- Make sure that necessary employer payments are made to GoL for mandatory social schemes for all IRD-contracted staff, and that IRD-contracted staff have been informed and reminded to make their corresponding employee contributions towards same funds.
- Assist with payment to vendors
- Maintain files and records.
- Ensure that transactions are appropriately recorded in a computerized accounting system and ensure IRD accounting and procurement standards, procedures and policies are followed and implemented.
- Make recommendations to IRD Senior Staff on the number of bank accounts necessary for smooth conduct of transactions. Set up the bank accounts and ensure that all bank and cash transactions are conducted in accordance with the set procedures.
- Monitor cash reserves.
- Review financial reports and invoices from sub-grantees/consultants/contractors.
- Develop a plan to monitor all project-related funds. Design and manage audits and financial reviews.
- Maintain a close coordination with all senior staff on financial matters and advise them, as appropriate, on matters requiring their attention.
- Other accounting, financial management and administrative tasks consistent with the overall scope of this position assigned from time to time by the respective supervisor/s.

Required skills

- Fluent in English, both written and spoken.
- Excellent verbal and written communication skills.
- Strong computer skills, including Word, Excel, and Power Point
- Analytical abilities and attention to detail
- Excellent interpersonal skills, including patience, diplomacy, willingness to listen, and respect for colleagues.
- Must be capable of working both individually and as part of a team.
- Must also be able to create a supportive working relationship among all project teams.
- Tactfulness and enthusiasm for the job. Good human relation skills, integrity, and ability to work under pressure.

Experience required

- Bachelor’s degree in finance, accounting, business administration or related field, Master’s Degree preferred.
- More than 5 years relevant work experience (preferably in NGO, project setting)
- Broad based experience in financial management, including accounting of large projects, financial interaction with counterpart and partners, and a proven track record of leadership.
