OVERALL OBJECTIVES

To establish and manage a livelihood programme and team of staff which focuses on providing durable solutions for refugees and the local communities affected by hosting refugees in the Somali Region. The coordinator is expected to capacity build a national staff member to take over as team leader as well as coordinating work with UNHCR, ARRA and other Implementing partners in and around the refugee camps.

BACKGROUND

The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. DRC has mainly focused on Somalis who are displaced by conflict. The Regional Office is based in Nairobi, Kenya and we have other offices and operations in Somalia, Puntland, Somaliland, Kenya and Yemen. We have newly opened the offices and operation in Ethiopia.

In Ethiopia DRC, has signed an MOU with UNHCR and The Administration for Refugee and Returnee Affairs (ARRA) for a period of 18-months, (July 2009 – December 2010), to support Refugees and host communities in Ethiopia. A programme is just being established in the Somali region of Ethiopia, promoting an initiative around the Development Assistance for Refugees framework, (DAR), in Refugee Affected Areas this includes addressing issues in the hosting area around the refugee camps as well as addressing durable solutions for the refugee population.

KEY RESPONSIBILITIES

- Develop a livelihoods strategy for the Ethiopia programme in Somali region which focuses on contributing to durable solutions within a DAR framework.
- Lead, supervise and facilitate the smooth running of the daily activities of the Livelihoods team.
- Search for new income generation opportunities for refugees and host communities, design and coordinate market assessments, conduct feasibility studies and supervise the smooth start up and running of selected IG projects.

SPECIFIC RESPONSIBILITIES

Programme Strategy

Provide strategic leadership for the livelihoods team, with particular focus on creating skills and income development for refugees and hosting community which contribute to finding durable solutions within a DAR framework.

Program Delivery

To be responsible for all aspects of delivering a high quality and accountable livelihoods programme. Tasks include: a) ensuring a livelihoods quality assurance system is developed and followed; b) providing staff with direction and input at all major stages of the Livelihoods programme cycle; c) ensuring timely implementation and reporting, d) ensuring relevant livelihoods staff have work plans which are in line with strategic priorities; e) providing training and mentoring support to staff under his/her supervision in order to increase the capacity of national staff.

Representation, Coordination & Stakeholder management

To ensure that DRC maintains excellent and productive relations with all key stakeholders, especially beneficiaries, local authorities, partners and donors. Tasks include: a) representing DRC at relevant and senior forums/ meetings, b) ensuring other staff are appropriately representing DRC at relevant forums/ meetings, c) maintaining agreed profile of DRC at country/ programme level, d) conducting regular stakeholder analyses to ensure that DRC has good understanding of dynamics/ relationships, e) ensuring that all staff maintain beneficiaries and communities at the centre of DRC’s stakeholder list, f) engaging in coordination processes amongst key stakeholders.

Financial accountability

To be overall responsible for ensuring financial accountability. Tasks include: a) playing an active role in managing the programme financial management b) ensuring that all financial systems are followed and that financial reports submitted are accurate, c) ensuring the finance and programme teams have a productive engagement.

Management

a) Co-ordinate the activities of the Income Generation team in order to assure the best use of DRC energy and resources; b) Follow up on the work plans, taking the necessary steps to ensure they are strictly adhered to by the Income Generation team. c) Follow up on all Human Resources matters of his/her team, including annual and sick leaves, attendance, performance appraisals, disciplinary measures, etc.; d) Organize regular team meeting, making sure they are participatory and end up with agreed action points; e) Ensure that his/her team has the necessary equipment and support to carry out its daily activities.

Capacity Building

Ensure that staff are continuously developing their ability to fulfil their job descriptions as well as the organisational requirements. Task include: a) with CD, preparing a capacity building strategy and action plan, b) securing resources to enable capacity building, c) implementing a variety of capacity building techniques.

QUALIFICATIONS

- 3 years management experience, as head of humanitarian or development project/ programme/ team.
- Proven experience conducting market assessments, feasibility studies and setting up small businesses;
- Excellent command of the most common methodologies to identify, asses and monitor IG activities, with proven record of achievements;
- Well developed people management skills.

- Proven commitment to accountable practices
- Knowledgeable of quality assurance systems
- Hands on Experience of managing staff in insecure locations
- Proven financial and HR management skills.
- Experience of managing multiple donor contracts
- Knowledge of protection issues.
- Fluent and articulate in spoken and written English.
- Ability and willingness to engage with all levels of staff and stakeholder

Preferable

- Language skills relevant to country of posting
- Experienced with conflict related displacement issues
- Relevant university level education, or vocational equivalent.
- Experience of humanitarian advocacy.

CONDITIONS

Availability: December 2009

Duty station: Based in Jijiga, regional capital of Somali region, Ethiopia. Jijiga is a small rural town with limited facilities though basic essentials are available. R&R is 5 working days after every 10 weeks to Addis Ababa. It is level 3 security posting.

Contract: One year with possibility of extension. This is a “Field-Recruited Expatriate” position. Salary
and other terms in accordance with the Danish Refugee Council’s Terms of Employment for Field Recruited Expatriates recruited by the Horn of Africa (HOA) Regional Office in Nairobi, Kenya. Salary is $3,000 per month which includes all allowances; no additional allowances or compensation is provided.
