Save the Children Alliance
Save the Children has a long history of engagement in Somalia and in Somaliland stretching as far back as 1954. In more recent times (since 1992) Save the Children UK has maintained an operational office in Hiran Region in what is now called the Central South Zone of Somalia and since 2000, both Save the Children Denmark and UK have been working in what is now the self proclaimed republic of Somaliland. In response to the Tsunami that hit the coast of Puntland in 2004 Save the Children UK established an office in Puntland State and continues to undertake programmes from this office while Save the Children Denmark in Puntland works through partners. In the past two years Save the Children Finland has been supporting both Save the Children Denmark and UK with funding.

JOB PURPOSE
To work with the Regional Manager and finance teams based in CSS to ensure that compliance with all grant management obligations internally within Save the Children and externally with donors. The position will function as a key linkage point for program and grants/financial management in SC.
KEY ACCOUNTABILITIES
- Ensure all grant management systems in CSS are consistent with global Save the Children procedures.
- Ensure that systems are in place to monitor grants on a monthly basis and are working effectively and liaise closely with the Regional Manager (CSS), Finance and budget-holders to support the analysis of quarterly variance. Coordinate budget realignments requests going to the donors
- Ensure that grant management statistics, including Key Performance Indicators, (KPIs) are compiled on a monthly basis and advise Senior Management on how the programme can address issues of low or non-performance where necessary.
- Ensure the system for programme-wide income and debt tracking is working efficiently and lead in chasing income from donors in liaison with the Finance and Grants Manager.
- Ensure a system is in place and working to analyse overhead costs, ensure that implications on unrestricted income is incorporated into grant proposals and that the system works to track funded and unfunded In-Country Expertise costs.
- Provide budget-holders with the information and training they require in order to understand donor guidelines, compliance issues and the Save the Children grant management procedures, and that this forms part of the induction of new staff.
- Regularly review programme-wide adherence to identified compliance issues (including financial and narrative reporting, procurement systems) intervening where necessary.
- Participate with programme staff in the preparation of high quality proposals and realistic and accurate budgets to ensure that the donor's requirements are met.
- Advise and support programme management in the development of an overall funding strategy and the preparation of operational plans.
- Participate in relevant project progress review (technical and narrative) meetings with partners/consortium members/donors and establish coherence between physical and grants management of projects.
- Act as the Focal Point for contact with Debt Analysis in Head Office.
- Maintain an up-to-date compendium of donor profile and budget-lines, accessing information from the Programme Funding Unit and external sources and informing Senior Managers of funding opportunities.
- Together with the Finance and Grants Manager ensure adequate internal control systems are in place and all procurement procedures are consistently implemented to effectively utilise grants and all Save the Children assets. Together with the Finance and Grants Manager, ensure that scheme of delegations are adhered to across the country programme.
- Together with budget-holders produce periodic project financial reports to be submitted to donors
- Ensure that the centralised grant documentation system is working effectively.
- Assist the regional manager and budget holders in preparing PADs and CADs for uploading into the FMS.
- Together with the Grant Manager (North) who will lead, to coordinate the management of the FMS and to ensure that it is up to date with all new proposals and grants and no closed grants still showing
- Comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies.
- Ensure the effective and efficient use of all Save the Children resources in order to keep costs low and ensure the security of staff.
- Carry out the responsibilities of the role in a way which reflects Save the Children's commitment to safeguarding children in accordance the Child Protection Policy.
PERSON SPECIFICATION
- Degree in Accounting, Management or Economics with preferably additional accounting qualification – CPA, ACCA
- At least 4 years financial management experience with INGOs
- Significant experience in financial monitoring, budgetary systems and controls with strong analytical skills
- Experience in staff management, supervision and training
- Knowledge and experience of financial computer applications
- Significant experience of managing multiple grants and finances in a big INGO
- Knowledge of donor financial policies and guidelines
- Proven ability to prepare budgets and Consortium donor financial reports
- Ability to work with, support and interpret financial reports to staff with limited financial skills
- Good personal organisational skills, including time management, and ability to meet deadlines and work under pressure
- Good communication and interpersonal skills and ability to work as part of a team
- Willingness to travel to field offices and work in difficult environment from time to time
- Ability to work within a multicultural setting
