(CLOSED) Head of Base

Action Against Hunger-USA
The mission of Action Against Hunger is to save lives by eliminating hunger through the prevention, detection, and treatment of malnutrition, especially during and after emergency situations of conflict, war and natural disaster.
Closing date: 01 Dec 2009 -- (CLOSED)
Location: Democratic Republic of the Congo (the) - Kivu

Job Objectives:

Log Project Activities (may include, but are not limited to):
- Carry out supply chain functions including, procurement planning, purchasing of goods and services, transport and storage.
- Maintain fleet and other equipment
- Maintain security of the base and all premises

Technical Responsibilities
- Manage the overall operations of the base including staff management, program support activities, administration, and security of the base as well as coordination with program staff on the base level.
- Ensures proper supply chain processing including, procurement planning, purchasing of goods and services and transportation and storage
- Responsible for set up and implementation of standard ACF Administration.

Management and Coordination Responsibilities
- Oversee all aspects of management, coordination and is responsible for the overall integrity of the supply chain processes on the base level.
- Manage the regular operations of the base including staff management, program support activities, administration, and security of the base as well as coordination with program staff on the base level.
- Responsible for building the capacity of the local support team in the base.
- Ensure that all logistics, security, HR, and administration activities implemented on the base adhere to ACF procedures and donor regulations.
- Manage the proper operations of the office and guest house on the base.
- Ensures the proper functioning of supply chain including, procurement planning, purchasing of goods and services, their transport and storage, supervises the organization and planning
- Manage the maintenance of the fleet and other equipment.
- Manage the base finances (under the supervision of Admin Coordinator) including, planning, authorizing, and reporting of fiscal affairs.
- Oversee Human Resources management, in accordance with the ACF guidelines and the legal requirements in the host country.

Monitoring, Evaluation and Reporting Responsibilities
- Evaluate and report on the status of ACF equipment and ensure that the means of communication are functioning appropriately for the base
- Track the progress of activities, collect indicators and provide on-time reports.
- Keep data updated, well organized and accessible
- Analyze and report on the evolving humanitarian needs and provide relevant recommendations.
- Contribute to developing proposals, ACF’s annual country strategy and context analysis for future programs.
Security Responsibilities
- Responsible for the security of the staff, premises, and materials and assets on the base.
- Develop relevant security procedures and monitor and report the security situation often.
Representation Responsibilities
- Represent the organization at the local / regional level including general meetings with humanitarian actors, local authorities, protocol meetings, security meetings, as well as sector program meetings when requested by the mission coordination.
- Manage the visit of donor’s representatives / HQ visitors / other stakeholders whenever requested.

Qualifications:

- Bachelors Degree or equivalent in technical studies
- Substantial knowledge of standard logistics procedures and practices required
- Some knowledge of financial and HR procedures required
- Good level of technical skills in mechanics / IT/ Communications / construction or other desired
- Good communication and representative skills
- Ability to adapt, multitask and deal with stressful working situation
- Second language skills highly recommended and for some missions, required

EXPERIENCES

- 2 years previous field experience in a humanitarian NGO, ideally in a similar role
- 1 year of previous experience in an NGO in managerial position
- Previous experience in security management
- Demonstrated ability to anticipate project needs
- Effectively manage others in a team environment.
- Experience working with host governments, INGOs and national NGOs and familiarity with international humanitarian operations.
