Médecins du Monde is an international humanitarian organisation whose mission is : to provide medical care for the most vulnerable populations when they are faced with crisis or exclusion from society, the world over, including France, to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, to seek at all times to encourage close working relationships with populations in its care. based on its medical practices totally independent action, Médecins du Monde : identifies potential crises and threats to health and dignity so as to help prevent them, mobilises non medical assistance for solidarity campaigns denounces and bears witness to violations of human rights, especially denial of access to health care, develops new approaches and new practices for public health internationally, based on respect for human dignity, commits itself to a relationship of total transparency with donors, campaigns for establishing humanitarian medical principles based on ethics of accountability.

Location: (Nairobi/Kenya and Marka/Somalie according to the security)

The goal of MdM in Somalia is to offer health care services to the civilian populations in Marka, Lower Shabelle.

This project is the 2nd phase of the overall response plan of MdM in the Lower Shabelle. After the 1st phase – 2008 - during which MdM reinforced two health centres focusing on quality and access, this 2nd phase aims to consolidate the services provided in Marka town and to expand them to cover the whole district of Marka, bringing assistance to the most vulnerable people.

The project aims at:

- Increasing the access of the Marka district population to Primary Health Care (PHC)
- Improving the Quality of PHC and reproductive health in Marka District
- Improving the coordination and the capacity building of the local stakeholders involved in Health promotion

The Site Coordinator will be based in Marka, with frequent travel to Nairobi. He/she will be in charge of the implementation of the project in Marka District. He/She will supervise both technical and administrative team based in Merka.

Her/his key Duties :

- Insure smooth implementation of the project according to project proposal.
- Plan activities to achieve the project objectives
- Manage the MdM base in Marka
- Recruit staff in accordance with MdM rules and regulations
- Liaise with local authorities, Elders and community leaders
- Liaise with medical and non medical organisation (INGOs and LNGOs) in the field
- Participate to coordination meetings at Marka level
- Liaise with the General coordinator based in Nairobi
- Produce monthly reports on project management

More especificaly s/he will be responsible for:

1. Programs management

- Ensure the implementation of the program and its follow-up in its different aspects: logistical (rehabilitation, construction) and administrative in co-ordination with the log-admin department, the logistics chain and installation of the medical material on site
- To continuously assess the needs & adjust the programmes to the needs in collaboration with the General and Medical coordinators.
- To follow up the Medical Team on the work plan developed by the Medical coordinator and his/her medical team.

2. Ongoing Monitoring & Evaluation of the project

Analysis of the situation

- To ensure an ongoing process of data & info collection on access to health care
- To assess the needs in access to health care and determinants of main health problems, with a specific focus on vulnerable groups (i.e. women and children)

Monitoring & Evaluation

- Continued mapping of population and its needs related to access to health care and to creation of a better environment for health
- Capacity-building of MdM team on survey methods and on health-related issues
- Linking and devising ways of addressing health activities
- Training of community leaders in definition and principles of health work, principles and component of primary health care, MdM approach to Primary Health Care, community involvement, leadership for health, etc.
- Establish and maintain regular discussion forums with community leaders on community health related issues and feedback on service provision

3. Team management

- Manage the National team: recruitment, evaluation and follow-up. Medical recruitment will be in collaboration with the Medical Coordinator.
- Manage the expatriates: briefing, evaluation, debriefing, security, team meetings

4. Representation and coordination with local and international authorities, partners and humanitarian actors/Reporting

- Coordination with the main National/International NGOs operating in the area
- Link with the Health authorities
- Link with Health-related UN agencies.
- Representation of MdM with all beneficiary communities and their leaders
- Reporting of MdM activities to the General coordinator and the rest of the team as well as the Emergency desk.
- In charge of the formal and informal reporting of activities to local partners and authorities

5. Reporting

- To elaborate monthly coordination report with the coordination team
- To ensure regular contacts with General Coordinator
- To participate to proposals & reports to donors

6. Security

- Is responsible for the security management on site in direct link with the General coordinator in Nairobi
- Is aware of the evolution of political situation in the country

The activities may change based upon the situation.

Duration: 1 year

Profile:

- Experience in a similar position (at least 5 years experience with at least two years of experience outside Somalia)
- Experience in negotiations and relations with local partners and authorities in a difficult legal, administrative and political context is compulsory
- Experience of medical projects is an asset
- Be autonomous in work, with minimal supervision
- Able to respect and to implement strict security rules
- Ability to manage a team and work in a large and international team
- Ability to make priorities
- Excellent knowledge of MS office is required (Excel, Word, PowerPoint)
- Interest for Human Rights and International Humanitarian Law
- Impartiality
- Patience
- Reactivity, anticipation, adaptability and capacity to take initiatives to changing requirements
- Organisational skills, rigor
- Diplomacy skills / Ability to listen and share decisions
- Good writing and communication skills inside the team and from widely-varied organizations and agencies

- "Fluency in English and Somali compulsory - French is an asset"
