The Bureau for Crisis Prevention and Recovery (BCPR) is the practice leader for crisis prevention and recovery within UNDP. A repository for tools, methods, and experience, BCPR advises UNDP Senior Management and supports UNDP Country Offices and Regional Bureaux on conflict prevention and recovery, natural disaster risk reduction and recovery, and cross-cutting issues such as early recovery and gender equality. BCPR is also responsible for consolidating UNDP’s crisis prevention and recovery knowledge and experience, providing a bridge between humanitarian response and the development work of UNDP, advocating for crisis sensitivity in the context of development policy, and ensuring that UNDP’s commitment to gender equality is reflected throughout its crisis prevention and recovery work.

Background
The Conflict Prevention and Recovery Team of the Technical Advisory Services Cluster is responsible for providing intellectual leadership and technical advisory services to UNDP country offices in the thematic areas of DDR, Small Arms Control and Mine Action, Armed Violence and Conflict Prevention, Rule of Law, Justice and Security in Conflict and Post-conflict settings, and Statebuilding and Post-crisis Governance.
Under the overall supervision of the DDR Team Leader/Advisor and the direct supervision of the DDR Advisor in New York, the Programme Specialist (DDR) will provide technical and policy support to UNDP country offices and UN Joint programmes in the design and implementation of DDR programme activities.
Duties and Responsibilities
Summary of key functions:
Strategy, Policy and Partnerships
- Conduct research, analysis and document relevant DDR policy and programmatic issues that include substantive input to How to Guides, IDDRS Modules and Gender responsive products.
- Support the design, carryout and disseminate new Knowledge Management products and tools.
- Provide policy advice and technical expertise to UNDP country offices on long term social and economic reintegration.
- Contribute to the development of UNDP policies and strategies that address DDR issues.
- Support the generation of new knowledge and practical guidance in the area areas of social and political reintegration in post DDR environments through capturing lessons learned and documenting best practices.
- Assist the DDR team in integrating DDR strategies and activities within the broader UNDP strategies.
- Support the work of the IAWG Secretariat in supporting the coordination and inputs of UNDP.
- Support the Unit in Enhancing partnership with all elements of Peace Building Architecture that includes familiarization with relevant guidelines and policies.
- Support the team in strengthening the relationship with the peace building architecture and gathering resources in support of global DDR efforts.
- Support the team’s relationship with bi-lateral DDR stakeholders in support of DDR country level programmes and DDR policy as consistent with the IDDRS guidelines.
- Support the team in liaising with the Peace Building Commission on priority and non-priority countries on the Peace Building Commission Agenda and participate in various fora that includes HQ lead coordination meetings and Country Specific Meetings.
Knowledge management
- Provide support in the maintenance of the on-line UN DDR Resource Centre.
- Coordinate the team’s inputs in drafting and updating the DDR components on the BCPR website.
- Support the team in identifying, synthesizing and drafting best practices, lessons learnt, and comparative analysis on DDR issues.
- Contribute to knowledge networks and community of practice newsletters and case studies for DDR driven knowledge management tools for UNDP and IAWG.
Programme support
- Assist in the preparation of programme and technical support for UNDP country offices and to the Programme Operations Support Cluster for Country Teams, as well as regional teams, including on missions.
- Review programme documents as requested.
- Support the strategy development, pre-planning and assessment and strategic planning on DDR including participation in UNDP/BCPR assessments and integrated missions TAMS.
- Prepare briefs and notes on the objectives, outcomes and planning horizons on country specific DDR programmes.
- Liaise with country offices to prepare profiles of DDR programmes.
- Provide support to COs including technical capacity building, advocacy, resource mobilization and targeted operational support.
- Assist in the preparation of progress reports for the DDR team, including inputs for donor reports.
- Assist in the preparation of DDR events and activities.
- Represent UNDP/BCPR DDR at meetings as requested.
- Other responsibilities as requested by supervisor and/or Team Leader.
Competencies
Corporate Competencies:
- Knowledge of UNDP/UN rules, regulations, policies, procedures and practices.
- Understanding of UNDP programming modalities, particularly in crisis and post-conflict settings.
- Excellent computer/information management skills.
- Knowledge of ATLAS would be asset.
Functional Competencies:
- Substantive and technical expertise in one or more of the Conflict Prevention and Recovery Team’s thematic focus areas (armed violence prevention, mine action and small arms control; conflict prevention; disarmament, demobilization, and reintegration; rule of law in conflict and post-conflict settings; statebuilding and post-crisis governance).
- Experience in applying conflict-sensitive approaches to development programming.
- Ability to analyze and articulate conflict prevention and recovery needs and approaches in an integrated manner.

Required Skills and Experience
Education
- Advanced University (Masters) Degree in peace and conflict studies, political science, sociology, international relations, anthropology, public administration, development studies or other relevant fields.
Experience
- At least 5 years of relevant experience at the national or international level in conflict prevention and recovery issues and DDR.
- Experience of conflict sensitive programming.
- Experience in results based management, project management; monitoring and evaluation would be an asset.
Language
- Excellent written and oral communication skills in English are essential. Working knowledge of other UN official languages (French, Spanish or Arabic) would be an asset.
