(CLOSED) Field Coordinator

Location: Ethiopia

The Field Coordinator is responsible for overseeing management of IRC’s field office and all program implementation in the Somali region of Ethiopia including Aw Bare, Sheder, and Kebrebyah refugee camps and additional programs in Aware and Degrehabur districts. The Field Coordinator serves as the official IRC representative in the field site upholding the mission, mandate and policies of IRC-Ethiopia. The Field Coordinator maintains all administrative procedures, internal financial controls, and logistics policies and procedures. The Field Coordinator ensures that all IRC programs are implemented in a timely and professional manner and is responsible for the security and safety of program staff in the field site.

Responsibilities:

General Program:

- Supervise the implementation of IRC programs in the field site with attention to program quality and ensure program activities/indicators are completed within the project period.
- Oversee the management of grants including the appropriate and timely expenditure of program funds.
- Directly supervise all field program and operational support staff.
- Work in close collaboration with Technical Program Coordinators.

Policy Implementation:

- Ensure the even and consistent implementation of IRC-Ethiopia policies and procedures.
- Maintain local policies, especially regarding local staff personnel administration and security.

Security, Health and Safety:

- Implement security policies addressing local conditions in collaboration with the Deputy Director and Country Director. Maintain an evacuation plan that is familiar to local staff and IRC-Ethiopia Security Focal Point.
- Conduct regular discussions to identify and determine approaches to address staff’s stress levels and sense of security.
- Develop strict local vehicle safety policies and ensure that they are consistently implemented and followed.

Administration Management:

- Ensure that proper channels of communication are maintained.
- Regularly consult with appropriate Addis Ababa-based staff on all matters of significance to administration, staffing, finance, logistical or program matters.
- Following the designated format, write monthly reports on all program implementation activities as well as administration, finance and logistical matters.
Human Resource Management:
- Provide leadership; promote professional working relationships, and encouraging staff members to manage their staff and programs within goals and budget.
- Conduct bi-annual review of all staff (program staff in collaboration with Technical Program Coordinators) including review of key responsibilities, overall performance and recommendations for improvement as well as future training.
- Ensure IRC-Ethiopia’s National Staff Personnel Policies are consistently implemented and followed.

Financial Management:

- Ensure financial oversight of the field office including approving cash expenditures (to approve limits); maintain office operations within operating budget, approving payroll, travel expenses and other office matters.
- Ensuring field office compliance with contract and donor guidelines and requirements.
- Ensure timeliness and completeness of field office financial reports to IRC-Ethiopia’s Addis Ababa office.

Logistics Management:

- Ensure all IRC-Ethiopia logistics policies and procedures are implemented and followed by all field staff.
- Directly supervise the Logistics Manager and ensure that all logistics requirements and storekeeping matters are addressed. Ensure that all field procurement takes place in a timely manner.

Representation:

- Assist IRC-Ethiopia’s Addis Ababa staff in facilitating donor visits.
- Develop and maintain a positive working relationship with the refugee/beneficiary community,
- Meet regularly with all stakeholders to foster goodwill and support for all program activities.
- Ensure the integrity of IRC as an independent, non-governmental organization.

This position reports to the Country Director

This position technically supervises ten staff

Requirements

Essential

- 3 years field experience
- Experience in coordinating international NGO relief operations in Africa
- Demonstrated experience in managing and overseeing emergency, rehabilitation and development programs.
- Knowledge and understanding of best practice monitoring and evaluation systems and procedures
- Demonstrated excellence in human resource management, particularly in a multi-cultural environment, including techniques for staff development, training, motivation, and discipline
- Demonstrated excellence in multi-tasking, time management, and flexibility
- Demonstrated skills and experience in NGO administration, finance, and logistics systems
- Knowledge of best practices in project design, implementation and community participation techniques
- Knowledge and experience in local NGO/local government capacity-building
- Knowledge and experience with IRC donors including USAID (OFDA), BPRM, UNHCR, and EU
- Knowledge of word processing and spreadsheet software programs
- Innovative and creative problem solver
- Able to work in a difficult environment
