JOB CONTEXT:
Handicap international’s activities in Sierra Leone began in 1996 during an emergency relief phase in response to needs for psychological support and artificial limbs resulting from the amputation policy that had been implemented during the conflict. Since then, the mission has developed considerably and orientates the actions in three main directions: the strengthening of care services, the training of professionals and disabled people’s organisations and the promotion of disabled people’s rights.
HI activities in the Health Domain (physical disability rehabilitation) are already well developed and established in both countries (Sierra Leone and Liberia). The progressive integration of the physical disability rehabilitation services into the Ministry of Health and Sanitation in Sierra Leone and into the Ministry of Health and Social Welfare in Liberia shifts HI strategy from implementer to a facilitator and technical advisor.
In Bo and Koidu areas, HI works in rehabilitation centers and services and is developing accessibility to the services for disabled people, by implementing outreach clinics. Community based rehabilitation activities are to be developed.
The current rehabilitation project will end in early 2010 and a new Community Based Rehabilitation project is being submitted to donors.
JOB DESCRIPTION:
Challenges and goals:
To lead and coordinate the implementation of the current rehabilitation project in Bo and Koidu and provide strategic support to a possible funded project on CBR programming activities.
Activities:
Under the supervision of the country director, and in functional relationship with other project managers and coordinators, you will:
- provide technical support to the Bo and Koidu Government hospitals towards the sustainability of rehabilitation service provision.
- coordinate the implementation of the rest of the activities in the current project, including project management, budget follow-up, monitoring results through appropriate indicators, engaging stakeholders throughout the project cycle and reviewing aspects of the project work plan as required and write quarterly reports and coordinate the writing of a final project report for submission to the EU.
- establish links with other organizations working in the fields of disability in these districts and identify potential partnership opportunities for collaboration.
- support the Koidu and Bo Government Hospitals to develop the Community Based Rehabilitation concept, depending on the availability of funding, through training of staff, establishing structures for appropriate supervision, and providing tools which improve the quality and sustainability of services provided at the community level.
- contribute with your knowledge and experience from these districts to the development of other projects within the HI Mano River program.
CANDIDATE PROFILE:
Mandatory:
- Background in Community Based Rehabilitation with Physical or Occupational Therapy as a bias
- At least 3 years experience in project management or coordination of rehabilitation activities
- Experience working in a developing country
- Experience training rehabilitation staff
- Experience in budget management
- Computer skills, including Word and Excel
Complementary:
- Qualifications or training in international development
- Participatory planning skills
- Good proposal and report writing skills
- Monitoring and Evaluation skills
- Knowledge and experience in HI tools (PME, budget, evaluation…)
REQUIRED LANGUAGE SKILLS:
Fluent spoken and written English is essential.
French would be a plus.
JOB ENVIRONMENT:
You will be based in Freetown with frequent visits to Bo and Koidu.
Security in Sierra Leone is generally good. There have been incidents involving foreigners/expatriates in some parts of Freetown, and as such there are some security regulations which must be respected and each expatriate house (normally shared) has security guards at day and night.
There are many facilities in Freetown, such as hospitals, pharmacies, supermarkets, bars and restaurants, making the daily life quite easy. The city of Bo is calm and quiet, and small enough to cross by walking. There are a limited number of supermarkets and restaurants/bars. In Koidu there is a single supermarket. Internet is available in the HI office in Freetown and internet cafes in Bo and Koidu. Electricity supply is relatively good in Freetown and all HI offices and guest houses are equipped with a generator.
The position is not opened to families but couples are possible.
EMPLOYMENT CONDITIONS:
Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% medical cover + repatriation insurance
Salary: 2000 to 2300 Euros gross per month + 457 Euros expatriation allowance per month + 100% medical cover + repatriation insurance
