National Program Officer - Health Promotions (NPO/HPR)

World Health Organization (WHO)
The World Health Organization (WHO) is the United Nations specialized agency for health. It was established on 7 April 1948. WHO’s objective, as set out in its Constitution, is the attainment by all peoples of the highest possible level of health. WHO gives technical support to the Government of Ethiopia within the following priority areas: communicable disease prevention, control and eradication, emergency and humanitarian action, essential drugs and medicines policy, expanded program on immunization, health and environment, HIV/AIDS, integrated disease surveillance and response, integrated management and childhood illnesses, making pregnancy safer, mental health and substance abuse, violence and injury prevention and Women’s health.

Main Duties and Responsibilities

Under the direct supervision of WHO Country Representative, the incumbent shall perform the following:

- Provide guidance on review and development of national policies, programs and structures for health promotion and communication;
- Coordinate actions aimed at addressing the determinants of health related behaviour that influence health and well-being;
- Support priority health programs to increase individual, community and societal participation in health action especially through empowerment;
- Provide technical support on application of methods such as behaviour change communication, health education, social mobilization and advocacy in health programs;
- Coordinate the public health communication component of the WHO, including process documentation, media relations and materials development

Achievement activities include;

- Organizing training, orientation and evaluation for national Health promotion policies, programs and activities.
- Participating in the design and review of actions aimed at tackling the broad (underling) determinants of health
- Coordinating interventions aimed at empowering individuals, communities and society for health action.
- Advising on use of behaviour change communication, health education, social mobilization and advocacy in support of specific programs
- Coordinating the development and implementation of public health communication interventions for the programs of collaboration with partners and for specific programs of the WHO
- Documenting best practice, facilitating inter-country exchange of information and relating with the media
- Performing any other activities assigned by the WHO Representative
Requirements/ Qualifications and Experience
- Masters degree level in health promotion/health communication OR a basic degree in health related field with post graduate qualification in health development subject area such as health education, health communication, medical sociology/anthropology, education, population studies or public health field with good knowledge of health promotion theory and practices is essential
- Knowledge of or qualification in health or health-related discipline, ability to write well, implementation of multi-sectoral interventions, policy development skills is desirable.
- A minimum of 7 years experience working with national/international agencies that deal with health communication/education, public health, or development
- Work experience in UN or other international Non-governmental organizations

Other Skill

- Excellent understanding of participatory learning and development, Internet-based learning and networking as well as command of word-processing, spreadsheet and database.
- Excellent working knowledge of English
- Knowledge of other official UN languages would be an advantage
