Location: South Sudan

The Senior Health Coordinator is responsible for overseeing all of IRC's Health programming in Southern Sudan across a range of sub-sectors – primary health care, EmOC, reproductive health, child survival, HIV/AIDS and health worker training. The SHC will ensure that the IRC health programs are delivered in a quality manner that meets industry standards of good practice and humanitarian ethics and will spend a substantial proportion of time representing the agency and its work before host government representatives, donors, partner agencies and in technical fora and working groups.

Responsibilities

- Ensure that all health projects are implemented on time, on budget and in accordance with the donor regulations, and internationally recognized quality standards;
- Participate in the development of strategic work-plans, in particular the Country Sector Strategy for Health, with clear objectives and achievement benchmarks, long-term and short-term priorities, implementation plans, financial projections and tools for evaluation;
- Coordinate with IRC departments to ensure that adequate and timely technical, logistical and administrative support are provided to health projects;
- Work with the M&E Manager to ensure that appropriate quality control systems are in place and implemented across programs (includes the development of indicators, monitoring and evaluation systems, and internal review/evaluation) for all IRC health programs;
- Ensure that IRC health programs are linked with priorities of local government and continued to build the capacity of local government counterparts;
- Build a rapport with the MoH to avoid duplication of efforts, to ensure project sustainability, to maximize efficiency and to disseminate knowledge and garner interest among government counterparts;
- Ensure IRC participation in health coordination groups, taking the lead on agency coordinated initiatives as appropriate, and help foster exchanges of health information, best practices and training materials with partners, involved communities and Ministry of Health officials;
- Ensure that all project plans, training curricula, health education materials, and strategies are supportive of GoSS policy and goals;
- Support project staff by creating and maintaining a work environment that promotes teamwork, trust, mutual respect, and empowers staff to take responsibility and show initiative;
- Assist in recruitment of necessary project staff, create ToRs and on-the-job training programs, manage and evaluate project staff performance;
- Oversee the development of the IRC health information systems and ensure that the data produced is used throughout all levels of the country program to inform decision-making, improve quality, and expand access to health care;
- In coordination with the relevant program managers conduct needs assessments and define program direction;
- Development and ongoing review of IRC-Southern Sudan Health Protocols for expatriate and local staff;
- Facilitate at minimum semi-annual meetings of health staff from to share experience and lessons learned;
- Assist in developing new proposals and ensuring that program activities are appropriately designed to address identified needs by working with the DDP, Grants Unit and M&E Manager; in developing donor proposals and reports;
- Representing IRC before the UN, the Ministry of Public Health, donor representatives, and the NGO community on all health-related issues in a professional and cordial manner;
- Identifying IRC health staff member training requirements and appropriate internal and external courses;
- Act as the principal liaison between program staff and the Health Technical Unit in New York and with other Health NGOs operating in Southern Sudan.
- Assess unmet needs in the health sector and determine the potential for other IRC health projects.
- Ensure integrative programming approach with other sectoral work and staff, particularly reproductive health, civil society and protection programs.
- Perform other duties, as assigned.

This position reports to the Deputy Director, Programs and manages a Community Case Management Coordinator, 2 Health Program Managers and an M&E Manager.

Requirements

- At least 5-7 years overseas experience coordinating, implementing and managing health programs in developing countries and/or refugee settings including supervisory experience.
- Health professional (MD, RN or PA, with a MPH is preferred) with strong public health background. Clinical experience preferred.
- Strong interpersonal, team building and representational skills.
- Strong ability to support and build the capacity of national managers and teams
- Experience supervising a multi-national staff in a complex, insecure emergency setting.
- Excellent oral and written communication skills.
- Experience in the development, implementation, monitoring and reporting of projects.
- Experience with the administration/requirements of USAID funded programs.
- Demonstrated ability to work and communicate with a range of stakeholders (UN, government, NGOs, indigenous organisations etc)
- Ability to multitask, ability to handle pressure well, ability to improvise, flexibility, adaptability to transitions.
