Team Leader, expert in Education Reform Management and Quality of Education (minimum input of 440 days)
CfBT has been short-listed for this EU contract to promote the development of human capital relevant to a modern society integrated into the world economy, by contributing to the modernization of the general secondary education system and bringing it closer to international recognition. The purposes of this project are as follows:
- To support the preparation of a mid- to long-term strategy for the modernisation of the education and training system with particular attention to links between each building block of the system and identification of the reasons which hinder international recognition. This component will offer an overview of the whole education system and a specific and in-depth analysis of secondary general education.
- To support the ongoing process started in spring 2007 by the Turkmenistan government of reviewing the content of education and training programmes with a focus on the type of knowledge, skills and competences required in a modern economy and society.
- To strengthen the quality of education by contributing to the upgrading of knowledge and skills of staff of education and training establishments including managers, teachers and trainers.
- To support the development of a quality assurance approach addressing the main issues of quality at all levels of the education system.
The project will promote the development of a policy for equal access to education and training opportunities for all.
The provisional contract start date is December 2009, for 30 months.
Qualifications and skills:
- Master degree in Social Sciences (with preferably a specialisation in education) or equivalent by experience.
- Extensive experience in managing reforms of education systems, including in transition economies.
- Demonstrated high-level knowledge of elements of education system management including quality, curriculum review, assessment, teacher training, education financing, and legal aspects.
- Demonstrated ability to work with multiple stakeholders.
- Demonstrated facilitation skills, including handling complex tasks and multi-year programmes, leadership, organisation skills, networking and communication.
- Previous experience as consultant in education projects in similar contexts (new independent states (NIS), transition economies).
- Knowledge of education sector issues in transition economies and NIS.
- Capacity successfully to lead a long-term multi-disciplinary project within the specific political context and in coordination with different international donors.
- Proven coaching skills and ability to transfer knowledge to multiple stakeholders.
- Capacity to work respecting deadlines and under tight schedules.
- Fluency in written and spoken English is essential; proficiency in Russian or Turkmen will be an asset.
- Computer literacy.
General professional experience:
- Minimum 15 years of experience in modernisation and reform of education systems, management of education reforms, curriculum development, planning education and training sector development.
- At least 7 years of experience of international experience in similar projects.
- Demonstrated experience at senior level of development of effective strategic plans and assistance programmes and of provision of sound policy advice in education sector reform programmes.
- International experience and knowledge of education sector issues, including recent trends, reforms, and introduction of new technologies in education.
- Knowledge of best practices and issues related to economies in transition.
- Good track-record of change management as well as negotiating and influencing at senior level.
- Training, coaching and capacity building experience with a variety of stakeholders.
Specific professional experience:
- Extensive international project experience from both short- and long-term assignments as consultant and technical advisor in externally-assisted policy advice projects in developing countries, including management of multi-disciplined team of both local and expatriate experts, with at least a track-record of 3 to 5 years as Team Leader of complex education projects with international donors and positive achievements.
- Experience in NIS on at least one similar project.
- Knowledge of and experience in Central Asia and transition economies.
- Knowledge of project cycle management (PCM) procedures.
- Good knowledge of working procedures and requirements of the EC.
