(CLOSED) Country Health Director

Location: Democratic Republic of the Congo (the)

Our client is a leading international NGO focusing on primary healthcare programmes.

Reporting to the Country Director as a member of the Country Management Team, the CHD is responsible for the overall development and delivery of the health component of Merlin’s programme in DRC. This involves ensuring that current projects are delivered within remit and to a high quality, the development of future programmes and the development of a country health strategy.

Overall Objectives (scope)

The Country Health Director will be assigned some specific objectives to achieve within his/her general responsibilities. A specific attention will be paid at:

- extending/enhancing our Client's DRC influence within the Health Cluster at all levels,
- strengthening DRC projects quality, technical coordination and follow-up,
- ensuring the turn-over and expansion of our Client's DRC programmes.

Person Specification:

Essential

Qualifications, experience and competences
- Medical doctor with Master in Public Health or equivalent degree
- Substantial post qualification experience in managing public health services within developing countries
- Strong communication skills, with excellent written and spoken English & French
- Previous responsibility for health project management in emergency and transitional / development settings
- Extensive overseas management experience including strategic planning, and programme management
- Substantial experience of Primary Health Care, Epidemiology, Infectious Diseases e.g. malaria, HIV/AIDS and Reproductive Health
- Successful experience of representation at national and local levels
- Ability to write clear and concise reports/proposals
- Substantial experience of training staff and a commitment to national and expatriate staff capacity development
- Experience of both emergency and transitional / development settings
- Experience of investigation and application of health financing & cost recovery models
- Ability to use appropriate management tools to ensure effective running of the programmes, staff management and development
- Understanding of security management and the ability to live and work in an insecure environment
- Flexibility towards treatment protocols and ability to incorporate advice from the medical team when developing the same
- Diplomatic (for working with authorities)
- Ability to remote manage a medical team
- Excellent management and personnel skills to enable the motivation, encouragement and Participation of the medical team
- Confident and proficient in the use of MS Office
- Experience of establishing strong working relationships with colleagues from different functions and cultures and an ability to work well with local authorities and other humanitarian actors
- Experience of a flexible approach to managing and prioritising a high workload and multiple tasks in a fast paced environment with tight deadlines
- Experience of proactively identifying and addressing issues

Desirable

Qualifications, experience and competences
- Pervious working experience in DRC
- Clear understanding of Congolese MoH initiatives and strategies
- Previous experience working in partnership and consortia
- Experience in overseeing research projects especially related to health financing
- Experience in working in post war conflict.

Salary: Between £25,214 and £27,439 per annum dependant on relevant experience, an annual cost of living allowance of £5946, insurance cover, accommodation and return flights.
