(CLOSED) Senior Associate/Scientist - Director of Program Services & Implementation

Abt Associates, Inc. works in partnership with private sector entities, the Federal Ministry of Health and Regional Health Bureaux in Ethiopia to increase public awareness and access for at-risk individuals to HIV/AIDS and tuberculosis prevention, diagnosis and treatment services. With funding from USAID and the US President's Emergency Plan for AIDS Relief (PEPFAR), interventions to strengthen the private health sector will be expanded in geographic scope and content over the next five years. The Private Health Sector Program will expand access to affordable packages of essential, quality health services through private health care providers, and will be carried out in close collaboration with Abt's Health Sector Financing Reform Project (also funded by USAID), as well as other US and donor-supported initiatives in the Ethiopian health sector.

Abt Associates is seeking qualified candidates for the position of Director, Program Services and Implementation for the Private Sector health Program. The PS&I Director will report directly to the Private Sector Health Program Chief of Party.

Specific responsibilities include:

- Cordinates the work of subcontractors and implementing partners to fulfill the objectives of the project, developing and implementing project workplans in close collaboration with the Federal Ministry of Health and Regional Health Bureaus, and ensuring that project strategy and technical approaches are resulting in strengthened capacity and partnerships between the private and public health sectors.
- Provides clear, specific, and well-documented technical direction to the subcontractors and the field team.
- Consults with Abt HQ technical staff and lead the design of strategies, tools, and policies for integrating service delivery and systems, with inputs from other technical staff.
- Establishes a strong network with professionan and civil society organizations to assess the policy environment and provide input to project management on issues and opportunities.
- Guides the M&E Advisor to establish systems to track program achievements and to document and disseminate best practices, either to the general public and/or the client, as appropriate.
- Works in close collaboration with the project's Policy Advisor to plan and implement advocacy strategies for an improved policy environment for the private health sector, including the provision of technical assistance to address current and emerging legislative and regulatory barriers to the private sector's complete engagement in Ethiopia's response to TB and HIV/AIDS prevention and care.

Skills:

- MA or PHD in public health with specialization in relevant field desirable.
- Minimum of 13-15 years of experience coordinating public health programs, including public-private mix and mobile services.
- Working experience with Regional Health Bureaus and the Federal Ministry of Health.
- Extensive experience with high-level program oversight and mangement.
- Proven project/program management experience with USAID or international NGO is desirable.
- Capacity to work with diversified cultural and professional environment.
- Sound report-writing skills in English.
- Computer skills in word processing, spreadsheets, database management.
- Experience identifying and managing technical consultants.
- Fluency in English; fluency in Amharic language desirable.
- Willingness to travel extensively within the country and capacity to deliver under stressful environment.
