(CLOSED) Senior Associate/Scientist - Director of Clinical Services Delivery and Quality

Abt Associates, Inc. works in partnership with private sector entities, the Federal Ministry of Health and Regional Health Bureaux in Ethiopia to increase public awareness and access for at-risk individuals to HIV/AIDS and tuberculosis prevention, diagnosis and treatment services. With funding from USAID and the US President's Emergency Plan for AIDS Relief (PEPFAR), interventions to strengthen the private health sector will be expanded in geographic scope and content over the next five years. The Private Health Sector Program will expand access to affordable packages of essential, quality health services through private health care providers, and will be carried out in close collaboration with Abt's Health Sector Financing Reform Project (also funded by USAID), as well as other US and donor-supported initiatives in the Ethiopian health sector.

Abt Associates Inc. is seeking qualified candidates for the position of Director, Clinical Services Delivery and Quality for the Private Sector health Program. S/he will report directly to the Private Sector Health Program Chief of Party.

Responsibilities will include:
- Ensures that international best practices in clinical care for HIV/AIDS, TB and family planning/reproductive health guides the clinical training and oversight for private sector providers through the program.
- Works closely with the Federal Ministry of Health and medical education institutions in Ethiopia to ensure adherence among private providers to Ethiopian standards for clinical care and introduction of proven and emerging best practices into the medical and nursing curricula.
- Institutionalizes a system for quality assurance in the Regional Health Bureaus, using supportive supervision and clinical mentoring approaches
- Assesses the quality of HIV and TB services that are delivered in private health facilities and in workplace clinics and assist in the desing of training programs, on-the-job support, mentoring/supervision strategies and tools, or other methods to strengthen services and improve quality.
- Provides concrete and specific guidance to shape the clinical capacity building activities defined in the annual workplan.
- Provides close monitoring and technical support for all clinical activities and lead the technical design of new initiatives.
- Assures that project interventions result in observable and measurable improvement in the quality of TB, HIV, FP/RH and malaria services and increase the number of patients served.

Skills:
- 13-15 years of experience in clinical practice with respectable standing as clinician in local medical community.
- Minimum of five (5) years of clinical experience in TB and HIV medicine.
- A Medical Doctor degree and MA in Public Health are essential.
- Team leadership, the ability to supervise and motivate staff to meet goals in a timely fashion.
- Proven project/program management experience with USAID desirable.
- The ability to interact with stakeholders and USAID staff to effectively carry out project activities.
- Proven track record in improving the quality of health services and prevention interventions delivered in private health clinics, mobile and workplace settings.
- Experience establishing sustainable mechanisms for quality assurance/quality improvement in public health clinics.
- The ability to facilitate partnerships and work effectively, promoting health services quality improvement, with private educational institutions and public officials.
- Fluency in English; fluency in Amharic language desirable.
- Willingness to travel within the country and capacity to deliver under stressful environment.
