Technical referent: Psychosocial resource person based in HQ
Swiss salaried contract 2000 € < > 2600 € /month according to experience x 13, Vacancy: 25 days per year, local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.
General Responsibilities:
The Child Protection Officer works as the technical referent for all psychosocial and child protection activities of Terre des hommes in the Occupied Palestinian Territories, and coordinates specifically the project in Hebron.
S/he has a range of managerial, operational and technical responsibilities, ensuring the implementation of the Tdh strategy and program, and consistence with the overall organizational strategy with utmost respect for Tdh Charter, Code of Conduct, and Child Protection Policy
Program implementation, monitoring and development
In collaboration with the Delegate, monitors the implementation of Tdh Psychosocial and Child Protection activities, ensuring the good progression of the project, the respect of the project objectives and the quality of the activities:
- Psychosocial school-based activities intended to children, technical and psychosocial support to teachers and school counsellors…
- Provision of assistance to children / families in need of urgent psychosocial assistance (identification, provision of basic counselling, mapping of other assistance providers, setting of referral mechanisms…)
- Parents support groups (aiming at strengthening parental practices, addressing family difficulties and children’s psychosocial and protection needs met at the family and community level)
- Community-based recreational/ psychosocial centres for children and youth, and community based activities intended to community members
- Capacity building on psychosocial and child protection issues intended to community stakeholders and children caretakers (Awareness on CRC, child abuse, psychosocial well being; strengthening of community support mechanisms and professional practices…)
- Active participation in psychosocial and child protection coordination and working groups set up in both districts.
- Ensures a constant and tangible application of the child and youth participation principle through all program’s activities.
- Develops and/or maintains links with community stakeholders, making sure they are consulted and participate in the activities design and implementation.
- Participates in or leads needs assessments and situation analysis related to psychosocial and protection needs of children and youth in the OPT. Participates in the design of new projects and activities, and evaluates possible new partnerships opportunities.
- Participates in project proposals and interim/final reports writing.
Provision of technical support
- Provides the psychosocial and protection teams (project managers, social workers, psychological counsellors and community animators) with regular and direct technical support/supervision in the field, guiding them throughout the different activities and phases of the project development.
- Is responsible for strengthening the technical capacities of the psychosocial and child protection staff, through training needs analysis, direct conduction of training and/or organisation of external trainers’ intervention.
Representation / Coordination:
- Develop and maintain close relationships with relevant Ministry officials and teams, establishing Tdh as a key actor of psychosocial and child protection intervention.
- Develops, maintains and/or initiates strong and productive relationship with relevant donors,
(inte) national partners, as well as UN agencies and NGOs.
- Represent Tdh in related government, UN cluster and su-cluster meetings ensuring proper coordination, participation in common initiatives and dissemination of information about Tdh activities and beneficiaries’ needs.
Human resources / management
- Oversees or directly takes in charge the identification, interview and recruitment of national technical staff (employees and community volunteers) and their technical induction.
- In collaboration with the Delegate contribute to reinforce the management structure through the development of adequate tools and procedure ( job description, performance evaluation, internal coordination mechanisms …)
- Takes the lead in implementation of Tdh Child Protection Policy at all levels of its operations in OPT, including developing and implementing a country strategy for promoting awareness among Tdh staff and partners.
- Monitors the “mental-health” of the team and propose adequate support mechanism if needed.
Other:
Provides monthly activity reports and prepare briefings as needed, describing observations and assessments about effectiveness and quality control. Upon completion of the assignment, submit detailed handover notes
Child Protection Policy:
Commits to respect the Tdh Child Protection Policy and to ensure its best implementation possible.
Commits to inform the head office and to deal with any case of any allegations or possibility of transgression, even potential, of the child Protection Policy.
Requirements
Qualifications:
- University degree, preferably a graduate degree, in psychology, social work, education or related field of study. - 5 or more years of work in international development/ humanitarian assistance program, preferably in emergency context.
- Field experience and solid understanding of psychosocial / protection issues in such context
- Experience in team management and staff capacity building
- Extensive training experience.
- Demonstrated training materials development experience
- Good interpersonal and communication skills
- Fluent in English and French, Arabic an asset
- Previous work experience in refugee/IDP settings, complex emergencies and/or post conflict / disaster situations
- Service-oriented and committed to providing support to field colleagues
Additional Assets:
- Experience as a trainer;
- Previous experience working with international partners such as UNHCR, UNDP, UNICEF, OCHA, etc.;
