II. Organizational Context
The Global Fund was established to finance the fight against HIV/aids, Tuberculosis and Malaria, 3 diseases that result in the deaths of more than 6 million people every year throughout the world. National proposals are developed within a framework of multisectorial partnerships that fall under the leadership of the Country Coordinating Mechanism (CCM). Implementation of proposals is entrusted with a Principal Recipient (PR) and also to various development actors in the health area (government, private sector, non-governmental and grassroots organizations, people living with HIV/AIDS, tuberculosis and/or malaria, religious groups, health care professionals and other development partners) as implementing partners (designated as Sub Recipients or SR).
The Democratic Republic of Congo (DRC) has been declared eligible by the Global Fund for a total budget of US$ 300 million for five years, based on the proposals submitted by the CCM. This budget aims to provide supports to the national Tuberculosis, HIV/aids and Malaria programmes. Based on the recommendation of the CCM, UNDP DRC has been designated as the Principal Recipient for the implementation of the HIV/AIDS national programme entitled “Support to the Congolese initiative on HIV/AIDS prevention and care”. Funding amounting to USD 300 million was approved for the period of 2003-2008. Additional funding of USD 287 million for HIV/AIDS and USD 362 million for Malaria were approved in the Round 8 framework. Implementation of those funds was channeled through 37 Sub Recipients and respectively 196 and 119 health zones throughout the country. Partnership will be extended to new partners such as PEPFAR, WorlBank, ADB, Clinton Foundation, etc.
The GFTAM projects complement UNDP core interventions in the area of Fight against Poverty and UNDP mandate in achieving UN millennium objectives. In addition, and besides its role as PR, UNDP started in 2007 a capacity building programme with the aim of transferring its role of PR to the national counterpart through the establishment of project unit within the Ministry of Health.
III. Functions / Key Results Expected
1. Implementation of HIV-AIDS grants focusing on achievement of the following results:
- Support the project formulation of an implementation strategy. Such shall clarily define roles/responsibilities of all stakeholders (SR, National Programmes, CCM, health centers, Civil Society, CAG, etc). This strategy should be developed within the framework of the national response to the fight against the HIV/AIDS and existing strategies (PNMLS, PNLS, etc)
- Support the project during the finalization of the Round 8 and particularly negotiations with the LFA, CCM, Ministry of Health and others stakeholders
- Support implementation of the HIV/ components. Create and implement yearly work plans. Lobby for and implement adjustments as needed specifically for capacity building
- Support the HIV Coordinator as primary contact person with the Head of the program for Fight against AIDS of Ministry of Health, top representatives of other implementing partners, such as the MOH, world bank, USAID, WHO, UNDP poverty reduction unit
- Relationship management with bi lateral donors and support the Coordination of activities
- Provide advice for Supervision of staff of the HIV/AIDS/ components (3 project officers, 1 associate). Give guidance and coaching. Prepare work plans for the unit
- Provide substantial input into the UN Joint HIV Programme as well as to the HIV working groups at MoH
- Support the coordination of planned actions of the individual Sub Recipients involved in the implementation of the HIV/AIDS components to ensure compliance and execution within the framework of the National Forum and of the GF.
2. support to the GFTAM team coordinator in its capacity building role
- provide strategic support to the GFTAM team coordinator for a technical and programmatic supervision of the 3 components
- work closely with the Procurement Unit leader, the Operating Unit leader, and the ME unit to ensure an adequate performance of the program
- Develop and implement an NGO approach in the areas of NGO learning and coaching and NGO participation in HIV prevention
- Participate in revision process of national strategic plans.
- In coordination with the Sub Recipients, the private PR and Ministry of Health (MoH), ensure timely execution of the project with the set operational plans of the GF,
- Support the coordination of the technical committees CCM and provide advice on Global Fund procedures to these committees, as required.
- Conduct visits to provincial sites to supervise the governmental and non-governmental HIV/AIDS activities supported by the Global Fund.
- Coordinate the organization of information events, forums in the area of HIV/AIDs.
- Provide support to the capacity development process and the transfer of capacity from UNDP to the MOH
3. Ensures facilitation of knowledge building and knowledge sharing in the UNDP Global Fund Unit focusing on achievement of the following results:
- Organization of trainings for the National Programme, Sub Recipients, Project staff on HIV-AIDS programme management
- Synthesis of lessons learnt and best practices in project management.
- Sound contributions to knowledge networks and communities of practice.
IV. Impact of Results
The key results have an impact on the overall project management, smooth running of activities and success in implementation of the project strategies and particularly:
- Timely signature of Round 8 grant
- Smooth implementation of Round 7
- Coordination of activities/interventions carried out by UNDP/GF and others stakeholders and bilateral (WorlBank/MAP, Clinton Foundation, PEPFAR, etc)
- Involvement of stakeholders in implementation of grants (MoH, CAG, UNDP SubOffices, etc)

VI. Recruitment Qualifications
Education: Master’s degree in BUSINESS ADMINISTRATION, Medicine or medical sciences, Technical medical experience in epidemiology and HIV/AIDs
Experience:
- 7 years experience in the project Management/ public health in a developing country.
- Experience in planning, programming, monitoring and evaluation of projects.
- Experience of GFTAM Grant Management.
- Experience in building and management of partnership : MoH, HIV and donors
Language Requirements: Fluency in English and French with good verbal and written skills.
