Location: Chad - N'Djamena with travel to Abeche and Gore
Responsible to: Country Director
Duration: 6 months August 2009 – January 2010 (renewable)
Terms of Consultancy: 3500 – 4000 USD/month; comprehensive medical insurance; In country living allowance 500 USD/month; accommodation; international return flight. Two regional R&R flights
Detailed tasks:
Administration / Finance
- Ensure good quality MENTOR finance and administration systems are set up and functioning in the Chad programme bases, and that they are completed routinely in accordance to the MENTOR Initiative Finance and Administration Guidelines.
- Ensure monthly expenditure reporting and good accountability for all grants
- Supervise the Finance/Administrative assistants and other staff in the three bases of Abeche, Maro and Gore
- Prepare monthly reports on expenditures against budget for the whole mission and submit these to the HQ
- Prepare monthly expenditure predictions (for all bases) and send HQ requests for cash (RCA)
- Ensure compliance with all local government taxation and labour regulations in coordination with the Country Administrator
- Deal with personnel matters such as engagement and termination of northern programme staff, employment contracts and labour law compliance
- Ensure MENTOR’s compliance with provincial laws and regulations
- Ensure the efficient office management in the bases
- Ensure basic payroll functions on a monthly basis.
- Provide useful and positive input and advice regarding all levels of financial and procedural operations
- Assist in the creation of viable proposal budgets
- Provide timely reporting to HQ for all Grant agreeements
- Ensure compliance to all Grant agreements for financial reporting and procurement. Ensure field level compliance to all legal aspects of the grant agreement.
Other
- Oversee other MENTOR activities as agreed with the Country Director
- Includes the possibility of transfer to another similar post in another METOR country programme within the period of this contract agreement
ESSENTIAL REQUIREMENTS
- Fluent in FRENCH – written, spoken
- Fluent in ENGLISH – written, spoken
- Minimum 3 years experience working in insecure environments
- Minimum 3 years experience working in management – finance / admin
- Ability to live and work in complex environments
- Good communication skills
- Works with a high degree of professionalism
DESIRABLE
- Experience in Chad
- Experience in health programmes
- Degree in Accounting / Finance or Business management
