OVERALL RESPONSIBILITY:
The Procurement Associate is responsible for accurate purchase order processing, either within the framework of established IQC’s or by utilizing tender or direct negotiation procedures. He or she assists the in the enquiry stage by providing price, commodity and delivery time data, coordinating these issues with HQ. Procurement Associate liaises all necessary procurement actions with the office and HQ and expedites on timely output, however can also take an active part in the process. He or she reports to the CD and PMO all procurement related actions and will attend (regular) meetings.
SPECIFIC RESPONSIBILITIES:
1. Initiate, liaise and follow up with the HQ on issues like enquiries, commodities, prices, conditions, and all other matters when necessary.
2. Verify condition of all commodities arrival and work closely with Shipping agent.
3. Contribute, liaise and follow up with HQ on issues like RFP’s, IQC’s, FFP’s, PO’s, DO’s and all other documents belonging to this process
4. Contribute, liaise and follow up with the HQ on MIS ( Orion/Resource Manager) issues
5. Attend meetings as assigned.
6. Contribute to the further refinement of optimising the working processes
7. Comply with procurement policies and standard operating procedures.
8. Assist the Forecasting and Procurement Specialist in his duties.
9. Work closely with SCMS Country Director and / or his delegates.
QUALIFICATIONS:
1. Degree in pharmacy, laboratory, or combination of relevant education and experience.
2. At least five years of work experience in pharmaceutical/laboratory/public health supplies management with relevant experience in procurement.
3. Well-rounded, with affinity for and knowledge of ICT. Analytical capacity and insight into business processes, both in the industry and in the business policy arena.
4. Demonstrate intermediate computer skills in Microsoft Office suite applications, including, Word, Excel, and Power Point.
5. Ability to handle multiple tasks simultaneously, set priorities, and work independently.
6. Excellent interpersonal skills, sound judgement, communication skills and high ethical standards.
7. Proficiency in French, English language including reading, writing, speaking and ability to conduct business in both languages.
8. Willingness and ability to travel within Cote d’Ivoire.
