OVERALL RESPONSIBILITIES:
The Procurement Specialist is responsible for accurate purchase order processing, either within the framework of established IQC’s or by utilizing tender or direct negotiation procedures. Heor she monitors the actual service level of vendors, coordinates inquiries for quotations, and manages the RFP processes. He or she takes part in the evaluation of vendor proposals and documents all relevant information necessary to obtain PMO and USAID approval prior to ordering in accordance with the SOP’s. The Procurement Specialist works collaboratively with the Procurement Officer, the Country Director and other staff to fulfil his or her responsibilities.
SPECIFIC RESPONSIBILITIES:
1. Execute the procurement process in compliance with the Federal Acquisition Regulations (FAR) of the US government and PEPFAR.
2. Comply with procurement policies and standard operating procedures of the SCMS organization.
3. Manage efficient and effective relationships with suppliers.
4. Report on implications for procurement decisions with the Procurement Officer and Program Coordinator.
5. Coordinate closely with Senior Staff to ensure rational and timely procurement of ARVs, OI drugs, RTKs, and laboratory commodities and other HIV/AIDS-related commodities, as required.
6. Maintain a comprehensive supplier database.
7. Initiate, liaise and follow up with headquarters on RFQ’s, IQC’s, FPR’s, FPQ’s, RO’s, SO’s, and PO’s and all other documents belonging to this process.
8. With the Shipping agent and the procurement associate, lead the verification process of the condition of all commodities that arrive in country and/or are delivered to SCMS.
9. Ensures purchase order information is accurately maintained in the central MIS.
10. Participate with the Operations Manager and Forecasting and Demand Planning Specialist in product recall initiatives.
11. Perform other tasks as required by the position.
QUALIFICATIONS:
1. Master’s degree or a dedicated procurement education or or combination of relevant education and experience.
2. At least five years of work experience in pharmaceutical/laboratory/public health supplies management with relevant experience in procurement.
3. Analytical capacity and insight into business processes in the industry.
4. Knowledge of international Quality Standards such as GMP/GDP and Regulatory affairs
5. Experience in and knowledge of transport systems and international logistics
6. Strong organizational skills and ability to perform multiple tasks simultaneously, set priorities and work in a team with diverse cultural backgrounds.
7. Excellent communication and interpersonal skills.
8. Self driven with a high sense of quality, accuracy, efficiency and is able to meet tight deadlines
9. Fluency in oral and written English and French
10. Strong computer skills, including sound knowledge of Windows and Microsoft Office applications including; Outlook, Word, Excel and Power Point.
11. Experience in HIV/AIDS related activities and working with US government funded projects an advantage.
12. Ability to travel within Cote d’Ivoire and internationally, if needed.
