The ABA Rule of Law Initiative (ABA ROLI) Africa Division seeks a Project Director for a mobile court project in the DRC. The Director will be based in ABA ROLI’s office in Bukavu, South Kivu, and will report directly to the ABA ROLI-DRC country director and work in close cooperation with Congolese partners to develop and implement a pilot mobile gender justice court in South Kivu.
The Project Director's primary duties will include the establishment and management of a base office in Bukavu as well as the implementation of a gender justice mobile court in South Kivu, which specializes in gender issues, but has the ability to hear other cases at the judges’ discretion. The Project Director will supervise and manage a total of 8 national and international staff members while ensuring that the team undertakes all the necessary steps to establishing the mobile gender justice court. The Project Director will also be responsible for negotiating formal partnership agreements with Government officials and the United Nations, liaising with and coordinating with NGOs, particularly those operating other mobile courts and those working on gender justice issues. The Project Director will further ensure the effective development of workshops and training materials on gender based violence and sexual crimes for local police, judges, magistrates, lawyers and traditional leaders. Furthermore, the Project Director will be charged with designing and implementing security protocols, monitoring and evaluating the court regularly, and providing monthly progress reports to the ABA ROLI office in Washington DC. Responsibilities will further include supervising the construction of three guest houses in South Kivu that will house members of the mobile court.
ABA ROLI is seeking a candidate with a law degree and at least 7 years of relevant experience in the field of international criminal law. Preference will be given to applicants who have direct experience in post-conflict and reconstruction situations. Applicants should also have experience managing or working with donor-funded international legal assistance projects. The candidate should have a profound understanding of the legal framework governing the prosecution of sexual or gender based crimes. Previous experience in prosecuting these cases will be considered valuable, and experience in counseling and advising victims of these crimes will also be given great weight. Due to the high level of interaction with local parties, the Country Director must be fluent in both written and spoken French and English. Strong preference will be given to any candidate that ahs knowledge of Swahili. Past experience working in the DRC is highly desirable. Prior office and financial experience is required. An attractive remuneration package, commensurate with experience, including relocation costs, is offered.
