Abt Associates, Inc. works in partnership with private sector entities, the Federal Ministry of Health and Regional Health Bureaux in Ethiopia to increase public awareness and access for at-risk individuals to HIV/AIDS and tuberculosis prevention, diagnosis and treatment services. With funding from USAID and the US President's Emergency Plan for AIDS Relief (PEPFAR), interventions to strengthen the private health sector will be expanded in geographic scope and content over the next five years. The Private Health Sector Program will expand access to affordable packages of essential, quality health services through private health care providers, and will be carried out in close collaboration with Abt's Health Sector Financing Reform Project
Abt Associates, Inc. is seeking qualified candidates for the position of Advisor for Private Health Systems and Financing for the Private Sector Health Program. S/he will report directly to the Private Sector Health Program Director for Services and Implementation.
Specific responsibilities include:
- Holds primary responsibility for ensuring that engagement of the private health sector in delivery of critical public health services is financially viable and in line with current health financing reforms and legislation in Ethiopia.
- Maintains close liaison with the Planning and Programs Department of the Federal ministry of Health and health financing point persons in the Regional Health Bureaux to form appropriate linkages between private health care representatives and government actors responsible for financing and health insurance.
- Engages Ethiopia's private insurance sector to catalyze the introduction of widely available private health insurance products for middle-income individuals.
- Designs and implement activities to increase affordability of private health services through managed care, risk-pooling mechanism, addressing out-of-pocket expenses, communications, and other innovative means that will make health costs manageable for medium and low income Ethiopians.
Increases awareness of public health services and out-of-pocket costs within the private health sector.
Skills Required:
- 13-15 years of experience in public and private health administration, including experience in health care financing and health insurance.
- Advanced degree in business management or public health.
- Experience on USAID-funded activities desirable.
- Capacity to work in a diversified cultural and professional environment.
- Fluency in English; fluency in Amharic language desirable.
- Willingness to travel within the country and capacity to deliver under stressful environment.
