(CLOSED) PARSS Program Coordinator

The PARSS Program Coordinator will be responsible for the implementation of the PARSS (Projet d’appui à la réhabilitation du secteur de santé) health program in Haut Katanga Province, which involves assisting the Ministry of Health with the supply and management of essential drugs, equipment and supplies; clinical and managerial training to health zone staff; development of community-based cost-recovery systems; strengthening of heath information and surveillance (HIS) systems; support to the community education activities of the health zones; and managerial and logistical support to the health zone team.

RESPONSIBILITIES

- Manage the primary health care activities to enable the delivery of a basic minimum package of services according to the Ministry of Health and IRC’s objectives and strategies.
- Provide technical assistance to MOH counterparts in the planning, implementation and evaluation of the different components of the program in a timely and professional manner.
- Coordinate with logistics for the management of the Health Warehouse following IRC guidelines and the distribution of goods and drugs to the various health zones.
- Monitor and ensure the appropriate use of drugs, medical materials and equipment at the health centres.
- Collaborate with counterpart MOH staff for data collection, analysis in accordance to national HIS and relevant to IRC programs.
- Ensures timely and quality reporting to donors and management of budgets, including budget forecasting, development of spending and work plans.
- Manage IRC health staff and ensure that support service departments (Finance, Logistics, Administration/HR) are well informed about the needs of the Health Programs and actively work on integration of and coordination between the various departments.
- Manage in a strategic manner the PARSS budget to ensure an appropriate and efficient use of resources in the area of operation, in conjunction with the Logistics Coordinator, Provincial Finance Controller, and Administrator under the supervision of the Provincial Director.
This position reports directly to the Provincial Director of Haut Katanga with technical support from the Health Director. This position manages a staff of 6 people.

REQUIREMENTS

- MD or MPH required.
- At least three years experience in implementing and managing rural primary health programs at district/provincial level in developing countries (experience in African context preferred).
- Experience in the provision of technical assistance in primary health care/health system management to MOH at provincial/district/county level.
- Candidate must be fluent in French and be capable of writing technical reports in both English and French.
- Strong management, project planning, organizational, interpersonal, and communication skills.
- Previous budget oversight responsibilities.

SPECIFIC SECURITY SITUATION/HOUSING

The position is based in Lubumbashi, it is accompanied. Safe housing as appropriate and reasonable as the context allows will be provided. The PARSS Program Coordinator must be willing to travel regularly to support remote sites and to endure basic living conditions at field sites.
