Job Title: Malaria Medical Co-ordinator
Work Base: Southern Chad (Gore and Maro)
Responsible to: Country Director
Duration: 12 months July 2009 – August 2010 (renewable)
Terms of Consultancy: 3500 – 4000 USD/month; comprehensive medical insurance; In country living allowance 500 USD/month; accommodation; international return flight.
Detailed tasks:
The responsibilities of this post include the following.
- Ensure the compliance of The MENTOR Initiative in Southern Chad of all grant contract obligations by delivering malaria medical technical activities in line with the programme objectives and the changing context on the ground.
- Supervise and manage The MENTOR Initiative national clinical trainers and technical coachers. Ensure that they follow the work plan and activities set in the programme objectives.
- Monitor the implementation of Clinical Training to the network health NGOs, MoH and UN agencies operating in the Refugee Camps in Southern Chad
- Train and assist Ministry of Health / National Malaria Control Programme and public health staff at the district and local level in malaria case management at primary and secondary health facility level.
- Train and assist local and international NGO staff in malaria case management.
- Train local public health staff in surveillance protocols and techniques, data collection and reporting.
- Ensure effective monitoring and analysis of Health Facility data to identify areas in need of targeted training and supply activities.
- Report to health partners and HQ weekly / monthly on current programming and epidemiological data
- Support the prevention and IEC officers to ensure standardised health seeking messages for use in IEC campaigns are developed appropriately.
- Development of Job Aids (posters, guidelines, presentations etc.) for medical component of programme
- Represent The MENTOR Initiative at national /district/regional level medical / technical meetings with the government, NGO partners and donors when required
- Assist in conducting malaria prevalence, anaemia and other clinical monitoring surveys.
- Assist in the creation of viable new proposals and budgets in liaison with the CD.
- Participate in her/his field for the weekly progress reports and discuss planning outlines and related operational support needs at weekly, or more frequent (as needed) planning meetings to ensure full support from all team members.
- Assist in other reporting required by grant contracts.
- Support the Country Director in Assessment mission when required.
- Any other duties as may be assigned by the Country Director.
This agreement includes the option of transfer to another MENTOR programme in a similar role within the period of the agreement.
ESSENTIAL REQUIREMENTS
- Fluent in both FRENCH and ENGLISH
- Degree in Nursing or Medicine
- Extenstive experience in training and teaching.
- Willing to work in insecure environments and to travel daily to field sites.
- Extensive overseas experience managing health programmes
- Proven experience managing teams – providing high quality supervision, line management and support to staff.
- Proven experience conducting training and coaching and eliciting community participation.
- Considerable experience of working in a highly insecure environment with responsibility for security monitoring and management
- Excellent interpersonal and consultative skills, including the ability to communicate, present, negotiate and influence a variety of audiences
- Experience of developing and maintaining relationships with other NGOs, government and other relevant stakeholders.
- Able to create and maintain an innovative and enthusiastic working environment at all levels
- Experience of providing leadership and coordination in planning, budgeting, monitoring and evaluation.
- Proven data analysis, research, epidemiological skills and report writing.
- Strong communication skills, with excellent written and spoken English/
- Experience of a flexible approach to managing and prioritising a high workload and multiple tasks in a fast paced environment with tight deadlines
- Experience of proactively identifying and addressing issues
DESIRABLE REQUIREMENTS
- Previous experience in Chad or the region
- Masters in Public Health, Epidemiology or a similar field.
- Previous responsibility for malaria programming.
