The Finance Manager has overall policy and management responsibility for the finance and accounting functions for the country program. The main responsibilities include Planning & Budgeting, Audit & Internal Controls, Capacity Building, Grant Management and General Controllership. The Finance Manager will play a key role in the implementation of ChildFund's regional and global finance strategy.

Primary Job Duties and Responsibilities:

Planning and budgeting
- Lead in the annual planning and budgeting process and oversee the development fo accurate plans and budgets for all the areas and any grants that will be acquired by Child Fund Guinea.
- Oversee fund transfers to the areas and ensure that accurate documents are kept of the process and that the internal processes are respected.
- Manage and control the overall finances of the organisation and will ensure that the management of all budgets is in line with organizational standards and international standards.

Management
- Responsible for managing and developing all members of the finance team.
- Ensure that all internal and external financial and administrative reporting requirements are met in accordance with ChildFund Guinea standards and Guinea local laws.
- Provide timely and accurate financial reports each month activity of the area office and national organizations, demonstrating trends and comparisons in field performance.
- Establish performance standards and conduct annual evaluation and performance review of the accounting staff.
- Manage and supervise the National Office accounting staff.
- Plan, coordinate and direct the accounting responsibilities for the annual statutory audit as prescribed by the International Office Assurance Unit.
- Ensure that all Information Technology systems implementation is in line with the standards of ChildFund in the region and country. Ensure that equipment and systems are compliant with global IT policies.

Audit and Internal Controls
- Ensure that all policies and procedures relating to audit are respected and audits carried out in a timely manner.
- Responsible for all external audits of the national office and the filed offices and will liaise with internal and external audit as necessary.
- Formulate and implement new policies where possible and will communicate appropriate policies in both the national office and in the field
- Develop, adapt and roll-out global policies and finance procedures for the country.
- Ensure strict Internal Controls and will be responsible for developing, managing and monitoring of area office and national organization internal controls to ensure compliance with global standards.

Finance Capacity Building
- Capacity building of national and affiliate finance teams and systems to meet the capacity building goals.
- Monitor the development fo the affiliate Finances and ensure that they have capacities in financial management, project accounting, financial and management accounting, grant management and credit portfolio management
Compliance
- Direct all accounting activities and ensure financial control, technical accuracy, and validity of the general ledger and related financial information.
- Oversee the financial software system and direct the appropriate monthly accounting closing procedures.
- Ensure appropriate communication on financial matters with the Regional Finance Manager and International Office.
- Report , measures and interpret the results of operations. Ensure the appropriate financial statements are accurately produced.
- Analyzes performance against budgets and prepares other pertinent financial analyses.
- Keeps the National Director and Regional Finance Manager informed of significant operational variances from budget or other financial issues that should be brought to their attention.
- Ensures that accounting manuals are updated and revised periodically.
- Provide leadership for the project teams in their work on FIT and the NO in CEDAR for improved results and better performance of the finance sector.
- Coordinates the preparation, and implementation of the financial aspects of annual budget for the National
Office and all projects.
- Monitors financial performance compared to the budget throughout the year and takes corrective actions as appropriate. This includes both the National Office and projects. Ensures proper reporting mechanisms are in place for monitoring of project activities.
- Maintain local banking relationships in coordination with International Office Treasury.
- Monitor and ensure effective cash management practices at the National Office and all projects in compliance with CF policy and procedures. Provide monthly financial position for the National Director they will check on all the cash transactions within the projects and NO and report on this once a month

Grant Management:
- Provide leadership to the Grant Finance Officer and the areas teams on grants acquired and how to ensure quality, and timely reporting on grants.
- Responsible for the development of grant management systems that ensure that grants acquired are well managed and results shared with the appropriate persons.
- Ensure the overall quality of all grant related issues such as time sheets, reporting, planning of grants. Manages and has oversight responsibility for grant accounting.
- Ensures the requirements for government and grantor reporting are fulfilled. Produces all donor financial reports and ensures that all donor grants are well tracked and documented and also conduct quarterly reviews of all donor grants

Required Knowledge, Skills and Abilities:
- Bachelor's degree in Finance or Accounting + 7 years of working experience
- Masters degree or CPA certification preferred.
- Minimum 5 years experience managing the finance of large or medium-sized non-governmental organization.
- Two years experience in the effective supervision of personnel.
- Self-guided, strong organizational and planning skills with the ability to work independently as a team player and under pressure.
- Strong commitment to institutional values, policies and procedures.
- Proven decision-making skills.
- Strong interpersonal communicative skills; experience in team leadership and participatory management.
- Strong English and French reading, writing, and speaking skills required
- Computer literate - MS OFFICE (WORD- EXCEL- Etc.)
