Livestock Emergency Intervention to Mitigate Food Crisis in Somalia (LEISOM)
The project aims at increasing sustainable contribution of livestock to mitigate the negative impact of the current food crisis through enhanced animal health status in the pastoral production systems in Somalia and rehabilitation of infrastructures and improvement of management systems.

TECHNICAL ADVISER LEISOM
AU/IBAR is seeking the services of a Technical Adviser to provide technical guidance on the activities of the LEISOM project funded by the European Commission.

The initial appointment will be for 12 months including a 3 months probation period. Contract extension will be subject to performance and availability of funding.
Major duties and responsibilities
The incumbent provides general assistance to the LEISOM Project Team Leader for the day to day management of the Project. He reports to the Project Team Leader, and to the head of IBAR’s Animal health Unit who is the Project’s Coordinator.
The position is based in Nairobi with frequent travel to Somalia.
- Assist the Project Team Leader and the Chief Animal Health Officer to plan activities and develop working procedures with the implementing partners (NGOs), the Veterinary Authorities of Somali, local authorities, and representatives of the private sector.
- Assist the Project Team Leader and the Chief Animal Health Officer to assure effective use of the project’s human, financial and technical resources
- Assist the Project Team Leader in understanding of the Somali technical, social, economic, institutional and political environment
- Assist coordinate and guide LEISOM’s partners in planning, implementing and monitoring work plans
- Assist the Project Team Leader in monitoring execution of the programme and follow up activities implemented by contracted NGOs
- Liaise with Somali veterinary authorities, local authorities, private sector organizations (Chamber of Commerce), professionals’ associations and other key stakeholders to enhance Somali capacities and implementation of project activities in Somalia
- Identify technical or functional problems and propose corrective measures as required
- Assist the Project Team Leader in preparing reports according to agreed formats and standards to IBAR, steering committee and donors
- Assist in organizing steering committee meetings and other technical and coordination meetings, especially in Somalia
- Perform any other duties as assigned by the supervisors.
Qualifications
Advanced university degree (Master's degree or equivalent) in veterinary medicine, animal production, pastoral/rural development or agricultural economics. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree. A PhD is an added advantage.
Experience
- Seven (7) years proven working experience in the livestock sector or rural development of which three (3) years proven experience in senior management positions in livestock emergencies, recovery and development in conflict, transition and post-conflict areas, preferably with an international organisation
- Familiarity with pastoral areas of the Horn of Africa Region and Somalia in particular
- Experience in the conduct with Somali senior government officials an advantage
- Proven experience in managing emergency or rehabilitation interventions in post conflict area an advantage

- Professionalism - Proven expertise in animal production science, policy formulation and advocacy related to animal production and sustainable development; demonstrated in-depth technical knowledge and proven analytical skills on issues related to animal production and sustainable development;

- Communication - Effective written, oral and presentation skills, particularly ability to present information in a concise and accurate manner; ability to develop consensus among people with varying points of view.
- Teamwork: Excellent interpersonal skills and ability to operate effectively across organisational boundaries; ability to establish and maintain effective working relations with people of different national and cultural backgrounds with respect for diversity.
- Judgement/Decision-making - Good judgement and initiative, imagination and resourcefulness, energy and tact, ability to ensure an effective work structure to maximise productivity and achieve Unit’s goals.
Language Requirement
Proficiency in one of the African Union’s working languages. Knowledge of other working languages would be an added advantage.
Other Skills
- Well-developed computer skills including word processing, spreadsheet applications and use of the Internet are required.
- Record of relevant publications is highly desirable.
