Description

IRC currently seeks a GBV Director of Programs / Chief of Party (DP/COP) in anticipation of an upcoming, multi-year GBV project funded by USAID that will significantly expand IRC GBV programs in eastern DRC's Kivu provinces. Together with the GBV Senior Technical Advisor, the DP/COP is responsible for ensuring that all IRC GBV programs, irrespective of funding source, are implemented in accordance with work plans, logistical frameworks, cooperative agreements, donor regulations and IRC policies. S/he will ensure that the program delivers high quality work and solid results. The DP/COP will represent IRC GBV to all internal and external key stakeholders, government officials and donors, and will work closely with donors to provide project updates, discuss strategies, obstacles, performance plans, and overall progress.

Responsbilities:
  • Provide leadership and direction, define and implement activities to achieve the greatest coverage and impact possible;
  • Prepare strategic work plans with clear objectives and achievement benchmarks, long-term and short-term priorities, implementation plans, financial projections and tools for evaluation;
  • Lead a diverse team of international and national managers, advisors and field staff;
  • Manage the overall GBV program by planning, monitoring and evaluating project activities in accordance with cooperative agreements for at least four major grants ;
  • Identify technical assistance needs and work with the Senior GBV Technical Advisor in DRC and Technical Unit in New York to ensure that appropriate support is provided;
  • Manage all sub-agreement partners;
  • Ensure coordinated inputs and technical/managerial quality from all partners/collaborators;
  • Provide financial and technical management to ensure the best use of resources by preparing sound budgets, monitoring project expenses, and ensuring timely submission of financial reports to donors;
  • Represent IRC to donors and address donor inquiries;
  • Forge and maintain solid cooperation with partner organizations and government officials;
  • Manage external relations by representing the project and the organization and ensuring the distribution of information about project achievements and lesson learned.
  • This position reports to the IRC Director of Programs in DRC.

Requirements:
  • Masters degree in Public Health, Social Work, Public Policy or related field;
  • Minimum of ten years of overseas management experience;
  • Proven leadership and strategic planning capabilities;
  • Experience managing large teams and working in tandem with local and international partners;
  • Demonstrated experience managing multi-grant operating budgets of more than US$3 million;
  • Fluency in English and French;
  • Previous experience as USAID Chief of Party or Deputy Chief of Party;
  • Previous experience in the field of GBV, Protection, Child Protection, Human Rights or other related field.
