(CLOSED) Supply Chain Manager - EDRC

Closing date: 05 Jan 2010 -- (CLOSED)
Location: Democratic Republic of the Congo (the)

Provide strategic leadership for the WVDRC. Coordinate training and capacity building for Supply Chain Management (SCM) staff and program. Act as an advisory resource for other regions in DRC. Recruit and train new SCM staff.

- Lead and manage SCM.

- Manage the WVDRC SCM but directly responsible for the Goma SCM office functions and staff, undertaking continuous in-house capacity building to ensure the provision a professional supply chain advice and coordination service to DRC.

- In collaboration with the Regional and Global Supply Chain Management Units (RSCMU and GSCMU), provide SCM advice on procedures, policies and standards for both emergency and program use.

- Gather, analyse and manage information for the SCM reference section to facilitate work conducted in the area for programs and emergencies.

- Attend WVDRC management meetings and Regional SCM Leadership Teams

- Manage area functional specialists (i.e. Sourcing, Deliver/Return, Warehouse, Transport) and Support Staff

- Manage SCM communication with management at national offices

- Regularly report status and progress to National Directors and Regional Managers.

- Maintain functional and technical familiarity with customer-specific representation (i.e. GPRN pre-positioning and humanitarian logistics functions, GIK, FPMG).

- Design, implement, and manage efficient & effective Supply Chain Management operations

- Coordinate with Regional Supply Chain Management Unit (RSCMU) to implement and enhance Global Strategy and Procedures

- Oversee and maintain supply chain coordination systems in procurement, transport and storage to give support to regional offices and emergency responses.

- Continuously assess available supply chain capacity and resources for the region.

- Maintain systems to ensure that adequate WVDRC SCM capacity exists to obtain relief and other supplies at short notice.

- In collaboration with the RSCMU, develop or enhance procurement procedures, inventory management systems, and transport procedures.

Learning and growth

- Coordinate and Perform Assessments to identify competency and skills gaps within SCM functions

- Facilitate training and personal development to close the gaps

- Oversee the development and implementation of training initiatives to ensure good practices of SCM in the area.

- Support Area and National Supply Chain Activities

- Build the Strategic Sourcing for the DRC program

- Train the APD Managers on procurement and Logistics.

PLANNING NECESSARY IN THE JOB

- This role involves significant planning efforts, including the overall management of and planning for the Supply Chain Management as well as coaching and training.

- This position will be responsible for implementing the relevant aspects of the Global Supply Chain Management Plan Manual.

DEADLINES IN THE JOB

- Regular deadlines in operations, management reporting deadlines and milestone deadlines to comply with critical paths.

REQUIRED:

- A senior procurement professional with at least 7 years experience in Supply Chain Management, preferably in both Corporate and NGO Environments.

PREFERRED:

- French and Swahili speaker will be a big advantage.
