Project/Proposal Summary:
MSI is recruiting for Governance and Public Administration District Coordinators for an anticipated USAID Strengthening Civic Participation program in Rwanda. The District Coordinators will be based in Kigali, Rwanda and are expected to remain in the position for the duration of this three year program. The objective of the project is to positively impact the country’s Millennium Challenge Corporation (MCC) Ruling Justly indicators, specifically political rights, civil liberties, and accountability.
Position Summary:
The District Coordinator will report to the project’s Senior Manager: Governance and Public Administration and will coordinate the decentralization and good governance components of the project taking place in all 30 Districts of Rwanda. The District Coordinator will engage government officials, Civil Society Organizations (CSOs) and citizens at the local level to strengthen citizen participation in the local governance process. This will involve day-to-day work and collaboration with Civic Action Field Workers, hired under the project and based in the Districts, to provide training, mentoring and provision of on-going advice to government and citizens. Extensive travel to Districts is required.
Responsibilities
- Support various media approaches to sustaining a national “conversation” about civil service performance;
- Coordinate and organize public forums on topics surrounding government performance, customer focus, ethics and accountability;
- Provide training and TA as needed to government officials and permanent commissions of District Councils on public outreach and consultation through existing mechanisms etc.;
- Assist grants officers in monitoring Local Government Grants activities; and
- Assist in collecting and analyzing performance data in pilot districts and disseminating results to public to create a discussion about government performance.
Qualifications
- Degree from accredited university;
- 3-5 years progressive experience in activities related to public administration reform, citizen participation, and/or strengthening local governance in Rwanda;
- Fluency and either English or French; high degree of competence in the other preferred;
- Fluency in Kinyarwanda helpful;
- Experience working on USAID or other donor-funded projects desirable;
- Excellent written and verbal communications skills, with demonstrated ability to provide skills training;
- Demonstrated understanding of civic participation, CSO strengthening, governance and decentralization goals of the project;
- Knowledge and ability to use Microsoft Office programs, Internet, and email applications.
