ICCO & Kerk in Actie
ICCO is the Interchurch Organisation for Development Co-operation & Kerk in Actie is part of the Protestant Church in the Netherlands. ICCO & Kerk in Actie combine their knowledge, means and policies to enable them to do their work in developing countries better and more efficiently. Although they cooperate quite closely, ICCO & Kerk in Actie continue to operate as separate organisations.
Together we provide financial support and advice to local organisations and networks throughout the world that are dedicated to improving access to basic services, stimulating sustainable economic development and advancing peace and democracy. We also put enterprising people in the Netherlands and developing countries in contact with one another. We work very closely with social organisations. including development organisations, educational institutions and businesses. Our assistance goes to help people in Latin America, Asia, Africa and Eastern Europe build a more dignified existence and become financially independent. ICCO has plans to decentralise part of its organisation, whereby, in all likelihood, some employees will perform their duties from a regional office. ICCO has 250 employees.

Technical Advisor Food Security Programme, Bangladesh
Duty Station: Gaibandha, Bangladesh
Duration: 12 months, with a possibility of an extension

Background
In The Netherlands ICCO works together with five Alliance partners: Edukans, Kerkinactie, Oikocredit, Prisma (a network of faith based development agencies) and Share People. Together they form the ICCO Alliance. In the Food Security Programme Ulta Poor (funded by the European Commission) in Bangladesh, ICCO works together with two members of its Alliance partner Prisma: Dark and Light- Blind Care and The Leprosy Mission Netherlands. Six different partner organisations in Bangladesh, will implement the FSUP Programme.
Purpose of the position
- To ensure that the Food security programme will set up according to the programme description;
- To ensure that project management, finance and administration systems are in place in accordance to the EC guidelines and policies.
The Programme Technical Advisor will maintain relationships with different departments in ICCO and will be responsible to the Project Leader.
The main contact persons for the appointee are the members of the project team composed of staff members of the Access to Basic Services Department, the Unit Fundraising Institutional Donors (in the Central Working Organization, Utrecht), the Regional Working Organization in Delhi (India) and representatives of the Alliance partners.
Job Description
Preparation
- To ensure that the prerequisites to implement the FSUP are in place;
- To ensure that the organizational capacity of the implementing partners is as such that they are able to implement the FSUP programme;
- To translate the programme description and contract into concrete actions to be taken to guarantee a proper implementation of the programme
- To ensure that administrative systems are in place and functioning well
Compliance
- Ensuring compliance with contractual arrangements between ICCO and the European Commission (EC); between ICCO and the implementing partners in Bangladesh;
- Ensuring that quality control mechanisms and procurement procedures are in place
- Monitoring quality and procurement policies
- Ensuring that appropriate financial and administrative systems are in place at the implementing partners in Bangladesh
- Facilitating the selection of an external financial firm and subsequently monitoring of the system and the performance of the external firm
- Providing capacity building and training on rules and regulations of the EC and programme administration and monitoring
Liaison and representation work related to the project:
- Liaise with the lead implementing, and other, partners organisations in Bangladesh;
- Liaise with EC and its Project Coordination Unit,
- Liaise with auditor
- Liaise with other relevant agencies
- Represent ICCO in the project steering committee
- Represent ICCO in other relevant policy making bodies in Bangladesh when requested.
Job requirements
The candidate for this position has several years of experience in developing countries, preferably also in working with EC. A relevant academic qualification (or similar competencies based on previous working experience) and affinity with Food Security themes. Experience with institutional donors, monitoring of grants, and management of institutional donor relationships is required. Sound experience with financial management is requested. Previous working experience and a relevant network in the region is a significant advantage.
