(CLOSED) Program Manager I - Program Quality Manager

CRS has been operating in Pakistan since 1954 and works in all four provinces of the country, with programs in education, HIV/AIDS, water and sanitation, refugee protection, and disaster preparedness and response. CRS’ operations have grown dramatically over the last two and a half years, largely as the result of the highly successful 2005 Earthquake and 2007 Flood Emergency Response Programs. CRS Pakistan is now focused on sustaining this significant expansion in programming, while maintaining and improving systems, policies, and procedures for Program Quality.

The Program Quality Manager will work with the Head of Programming (HoP) and relevant Program Managers across the Country Program in all phases and aspects of project design and implementation. S/He will have a particular focus on refining and implementing M&E systems, identifying and pursuing growth opportunities, capturing and disseminating best practices, and facilitating compliance to Program Quality systems, policies, and procedures. The PQ Manager will provide direct support to Program Managers in Islamabad, and will liaise with Heads of Sub-offices to enable effective planning, adaptation, and analysis of existing and future programs.

Primary Responsibilities:

1. Work with the HoP and PMs to review progress, update detailed implementation and M&E plans, and determine solutions for challenges encountered.
2. Make at least monthly visits to field offices and project sites, in order to review effectiveness and impact and provide feedback on program quality considerations.
3. Facilitate the effective, timely and consistent use of monitoring and evaluation tools and practices for all program related activities in Islamabad and field offices, based on established CRS best practices.
4. Collaborate with the HoP, Country Representative, and Regional Growth PM to identify new sources of funding for all CRS/PK offices.
5. Facilitate project design and proposal development process in response to strategic growth opportunities, including writing and editing, as needed.
6. Pro-actively work with Human Resources and Program Managers to identify key learning needs of staff and create a strategy and timeframe to meet those needs.
7. Pro-actively seek out, consolidate and disseminate lessons learned and resources from CRS/PK offices and CRS worldwide.
8. Lead operational research initiatives, as appropriate.
9. Assist the HoP in responding to requests for PQ and technical assistance, and coordinate with the appropriate technical advisor or resource person within CRS/PK

External: Partners, local/international NGO offices, consultants

Personal/Professional Skills:
1. Highly pro-active and self-disciplined

4. Self starter, self-directed and ability to multi-task

Qualifications:

1. Masters degree in social sciences with a focus on sustainable development or a related field of expertise
2. Minimum three years international experience managing sustainable development and emergency projects.
3. Demonstrated ability to provide leadership in strategic planning initiatives.
4. Excellent analytical and problem solving skills
5. Demonstrated ability to deliver creative and participatory solutions
6. Excellent verbal and written communication skills.
7. Strong listening and capacity building skills
8. Excellent proposal writing and budgeting skills;
9. Experience in designing and implementing Monitoring & Evaluation tools and systems.
10. Experience with institutional strengthening and partnership building.

Physical Requirements/Environment: Islamabad Country Program Office, requiring travel up to 25% of the time

Foreign Language Required: Spanish, French or Portuguese proficiency. Urdu is a plus.
