(CLOSED) Alphabetization Campaign and Radio Program (ACRP) Program Officer

CTG Global FZE is an HR company providing staff to security companies and UN agencies, principally in Afghanistan and Iraq.
Closing date: 10 Mar 2008 -- (CLOSED)
Location: Afghanistan - Badghis Province

Preferably female: due to the direct involvement with the women of Afghanistan and abiding by customs and traditions.

Under the direct supervision of the (ACRP) Program Manager, the incumbent will be responsible for all activities related to the implementation of the ACRP in Badghis province.

The key responsibilities of the ACRP Program Officer will include, but are not limited to:
- Develop an implementation plan for the program in coordination with the Program Manager and ensure that all activities related to the implementation are in accordance with the overall programmatic goals and objectives.
- Liaise and coordinate with all counterparts relevant to the program (donor representatives, PRT personnel, line ministries, community leaders, UNICEF, implementing partners and other national and international agencies)
- Monitoring and oversight of activities undertaken by implementing partner related to the up-grading of local radio station including establishment of managements system for the radio station.
- Set up office facilities for the program in coordination with the local PRT and CTG’s Client’s program management.
- Identify and train local female journalists in making radio campaign on literacy and health issues for women.
- Develop alphabetization campaign in close coordination and cooperation with UNICEF and the Ministry of Women’s Affairs
- Instruct, supervise, mentor and coach program assistants.
- Draw up, when required, Memorandum of Understanding with program-targeted government ministries and other potential partners, under the supervision of the Program Manager.
- Develop an understanding of and a relationship with political actors and partners on the local, district, provincial and regional levels, including traditional and elected community representatives.
- Travel to distant districts to conduct feasibility studies and set up district centers in close cooperation with local Ministry of Women’s Affairs representatives.
- Ensure close coordination with relevant line ministries at the provincial level (this includes the Ministry of Communication and Culture, Ministry of Women’s Affairs, Ministry of Education and the Ministry of Public Health).
- Provide recommendations and narrative progress reports on the implementation to CTG’s Client’s Program Manager.
- Prepare financial expenditure reports of all program funds
- Maintain records in accordance with program standards.
- Draft regular reports for the donor – midterm and final reports.
- Such other duties as may be assigned

Education and experience required:
- Education in the field of journalism, communication and/or media or alternatively, a combination of related education and professional experience. A minimum of three years of experience working in project implementation in and administration, preferably related to community development and/or post-conflict in addition to media and gender issues.
- Experience working on provincial and district level in Afghanistan is an advantage.

Technical Competencies required
- Ability to follow and implement administrative and financial control procedures.
- Knowledge of program planning and implementation in rural areas
- Thorough knowledge of radio programming and gender approaches in developing countries
- Advanced knowledge of all Microsoft Windows programs

Personal/Interpersonal Skills required
- Stamina, determination, commitment, efficiency, flexibility and adaptability
- Excellent communication and negotiation skills
- Understanding of complex socio-political environments, especially of post-conflict situations.
- Sensitivity toward other cultures.
- Ability to work under difficult conditions while maintaining security awareness.

Working Conditions
- Ability to work effectively and harmoniously under pressure in a stressful environment and with colleagues from varied cultures and professional backgrounds, including military personnel.
- Willingness to travel in remote and high risk areas is essential.
- Ability to work and live at the remote located Spanish PRT in Badghis province.

Languages
- Spoken and written English fluency is essential.
- Thorough knowledge of Spanish an advantage
- Working knowledge of Dari and/or Pashtu an advantage
