Functions
- The objective of the consultancy is to:review relevant and existing documents and secondary information on the agricultural sector in Nabatiyeh Mouhafaza.
- Conduct key informant interviews, participatory group discussions, stakeholder analyses, etc to collect primary data in the agricultural sector and identify sector and cross cutting issues to support a funding proposal.
- Contact relevant donor, ministries and government line agencies and identify suitable partners for project implementation
- Coordinate and consult with relevant agencies and (I)NGOs (involved in development issues) and analyze best practices and lessons to include in the proposals.
- Identify potential local partners (e.g. local government, local NGOs and effectively functioning cooperatives)
- Analyze all the data collected to justify and support the project.
- Write assessment report
- Present assessment findings to stakeholders
- Design component of integrated program proposal in English based on the data collected in line with AECI (formats and guideline and CONVENIO agreement) and ACF-E country objectives and Lebanese government objectives in the sector. The proposal should be written in partnership with local partners, if possible. The component should include the following:
ACF-E teams will facilitate and provide human resource, administrative and logistical support and accommodation as per work plan and requirements to be submitted by the consultant. Further the consultant will be supported by two national staff during the data collection.
The consultant should submit a work plan to the HoM for agreement during the selection process, prior to starting the actual consultancy.
Profile
- Previous experience in designing and implementing a longer term development program including activities designed to increase household economies
- A demonstrated knowledge of Project Cycle Management and proposal writing
- At least 5 years of experience of work in developing countries with NGOs, preferably with local NGOs
- Strong knowledge on participatory data collection methodologies, data analysis and report writing
- Ability to work in a volatile security context
- Good analytical skills and ability to deal with local partners
- Capacity to work autonomously but not independently, in close coordination with the other ACF-E departments in the base.
- Well organized and rigorous
- Experience in research staff management
- Strong communication skills
- Fluent Spanish and good English language skills
