This position will provide high level support to TSF consulting assignments and will play a lead role in monitoring and quality assurance of all internal TSF service related activities:
Duties and responsibilities will be to:
Manage all aspects of the consultant pre-qualification process including receipt of consultant CVs, undertaking reference checks, entering consultant information into a database, regular updating of consultant CVs;
Identify new consultants and undertake pre-qualification screening on a continuous basis; and manage all aspects of the consultant database inclusive of its expansion and regular audits;
Provide support for all consulting assignments from start to finish, including: analysis and interpretation of TORs; consultant identification and verifying availability, submission of consultant lists to prospective clients; backstopping technical specialists, editing, formatting and distributing reports and all other activities associated with the smooth running of each consulting assignment;
For each new consulting assignment enter relevant monitoring information into the TSF database and generate reports as needed;
Assist in marketing of the TSF and development of marketing materials;
Input technical advice, where applicable, in the development of the TSF's capacity building plan for country partners and local consultants.
Required:
Degree in Human Resources, Health or Education in combination with minimum of 5 years work experience; exceptional planning and organizing ability; proven analytical capacity and understanding of M&E; demonstrated editing and report writing skills; sound knowledge of HIV and AIDS issues across Eastern Africa; demonstrated knowledge of short-term technical assistance delivery within a development context; previous experience in HIV/AIDS related interventions; technical specialization in any of the TSF priority areas highly desirable
