SUMMARY OF POSITON:

IREX seeks applicants for the position of Deputy Director for a new anti-trafficking project in Kosovo. This is a full-time, two year position to help manage a program that builds local ownership and long-term capacity to address trafficking issues in Kosovo. The Partnership Against Trafficking in Human Beings (PATH) Project will continue USAID's initiatives to improve sustainability of social services and enhance NGO contributions to anti-trafficking work in Kosovo. The Deputy Director will support the Project Director in directing all work performed under the Cooperative Agreement with USAID.

The position will be based in Pristina but will involve significant travel to other cities within Kosovo to provide technical assistance to local NGOs and institutions and to coordinate anti-trafficking initiatives.

JOB DESCRIPTION:

Responsibilities include, but are not limited to:
- Support the Project Director in managing the PATH Project including planning and implementing program strategy, hiring and oversight of local staff, and managing office operations;
- Work with the Project Director to manage and monitor all program components - including capacity-building, public awareness and advocacy campaigns, assistance to victims - and assure that the project is meeting proposed objectives and targets;
- Conduct program outreach, including providing technical assistance on current anti-trafficking strategies;
- Oversee grant competitions;
- Collaborate with IREX’s implementing partners to coordinate efforts and share program results.

QUALIFICATIONS:

Candidates must be well organized, able to work independently, skilled at handling multiple tasks, able to adhere to deadlines, and willing to travel extensively in Kosovo.

Other qualifications required at a minimum:
- Practical experience working with counter-trafficking initiatives in the region, preferably
Kosovo;
- familiarity with training and technical assistance with regards to gender issues-related
programs;
- a minimum of three years of international project management experience, preferably in
Kosovo or the Balkans;
- coalition-building and advocacy experience preferred;
- experience working with USG funding agencies (USAID experience strongly preferred);
- excellent interpersonal and organizational skills, and the ability to negotiate with local and international officials, NGO representatives, and community stakeholders to ensure the successful completion of project activities;
- solid understanding of political and social issues in Kosovo and the Balkans;
- proficiency in English and a local language;
- a master's degree in a relevant discipline preferred.
