Location: Sudan - El Obeid and Nyala

Introduction

Cordaid is supporting a number of Sudanese NGOs in Darfur in their emergency response work. This emergency response is in the sectors of food, non-food items, health, water and sanitation, education, child protection. Cordaid technical assistance is directed to providing quality services to beneficiaries and strengthening partner organisations at the same time.

One of the partner organisations is Sudanaid El Obeid which supports the development and emergency projects as undertaken by the Diocese and related parishes. As such, Sudanaid El Obeid is involved in projects in the states of greater Darfur and Kordofan Cordaid supports the work of Sudanaid El Obeid in South Darfur as well as in return areas (Nuba Mountains and Abyei).

Position and responsibility

The Programme Advisor is responsible to and reports to the senior programme officer for Sudan, Emergency and Rehabilitation department, at Cordaid The Hague. The programme advisor will together with Sudanaid agree on monthly working plans which are submitted to Cordaid The Hague for approval.

General objective of the posting

To assist Sudanaid El Obeid in improving their organisational capacity to identify, plan and implement emergency and rehabilitation projects of good quality to the benefit of vulnerable groups in Darfur and Kordofan.

Specific objectives

The programme advisor will:
  • Ensure good quality programmes, to be supported by Cordaid, together with Sudanaid El Obeid (with emphasis on effect monitoring) in the field of food, non-food items, health, water and sanitation, education, child protection.
  • Support Sudanaid El Obeid in the improvement of their management of the Project Cycle: improved identification, formulation, implementation and monitoring, reporting and evaluation. Train Sudanaid El Obeid in proposal writing (including the logframe methodology), monitoring and improving identification of, and reporting on, impact and effect of their programmes.
  • Support Sudanaid El Obeid in their organisational strengthening process.
  • When required perform tasks related to donor acquisition.
  • Other tasks as assigned by the senior programme officer.

Qualifications
  • Academic degree in health, business/public administration, social sciences or other subject related to international cooperation.
  • Excellent in English.
  • Proven experience in working with partner organisations on project cycle management as well as organisational strengthening.
  • Experience in working with Caritas partners is an asset.
  • Proven experience in complex emergency/rehabilitation settings.
  • Proven experience with financial analysis and management.
  • Valid driving licence.
  • Excellent communication skills.

Contract information
  • The contract period is for 6 months with a possibility for extension, starting a.s.a.p. We offer a competitive salary and a benefit package which include R&R, a comprehensive insurance cover, social security and pension contribution, holiday allowance and accommodation allowance.
  • The possibility to fulfil the post part-time might be considered.

Specifics of station

The Project advisor is stationed in El Obeid from which regular fieldtrips are undertaken to South Darfur, Abyei and Nuba mountains. This is a non-accompanied posting.
