Location: Afghanistan - Jalalabad
Provides oversight and leadership for the Logistics team of Procurement, Fleet, Facilities, Warehousing, etc. This position will include work with IRC Kabul Head Office, IRC Peshawar and UNHCR Logistical departments.
S/he will be responsible for the coordination of and monitoring and reporting on all procurement and distribution of materials for the Eastern Afghanistan programming. A major portion of programming will be the UNHCR Shelter Program (building 1940 shelters before the end of the year both directly and indirectly through partner NGOs). Additional programming will include agriculture, infrastructure and education.
Supervise and oversee the planning, coordination and monitoring of logistics for programs; Monitor importation and local purchasing by programs, administration, and logistics; Ensure timely procurement and distribution of materials to the appropriate sites; Ensure IRC policies and procedures are followed by the logistics department and are understood by all staff through trainings; Identify and provide warehousing space ; Provide logistical assistance for the distribution of materials by programs; Provide oversight and training to local logistical staff; Monitor expenditure, budgets, and expense tracking activities; Maintain record-keeping system to provide essential statistical data for programs and monthly usage reports to FC; Prepare monthly progress reports, assets and inventory lists; Implement systems for Procurement, Storage, inventory, asset control, distribution, and receipt of all program material; Locate qualified technicians and ensure timely repair of equipment (vehicles, generators, computers, printers, Codan radios, etc.); Maintain effective communications with IRC Head Office logistics department, IRC Peshawar Logistics Dept. as necessary and IRC district offices; Ensure the security system is followed and updated regularly; Remain flexible to perform other duties as required.
Requirements: Minimum two years in supervisory logistics position in an overseas environment; Experience managing a large national staff; Demonstrated strong skills in planning, administrative and understanding of budget management; Strong interpersonal and communication skills; Teaching and training experience; Experience in security policy and communications; Competent in Windows 98, MS Office programs, email and database; Flexibility with high tolerance for ambiguity; Fluency in English, spoken and written; Ability to work under stressful and insecure environments; Team player ; Working experience in Muslim countries.
