(CLOSED) Technical Advisor SIPAA Rwanda

Location: Rwanda - Kigali

At least a university degree in social and behavioural sciences or equivalent. A Postgraduate knowledge in development studies will be added advantage.

A minimum of 3 years experience in senior level management, a deep understanding of HIV/AIDS related issues, excellent leadership and management skills, analytic and strategic skills, and fluency in both French and English is a must. Additionally, your experience in promoting and supporting networks, monitoring and impact assessment will be an asset.

This is a regional role, and is a 1 and half-year contract renewable, to be based in Kigali, Rwanda. The post is unaccompanied.

REPORTING TO: Matrix Reporting Structure including Reporting Relationships with the AA Rwanda CR, the SIPAA Regional Team Leader, the SIPAA Rwanda Steering Committee and the CNLS Rwanda
SUPERVISING: National SIPAA Team
OTHER LINKAGES: UNAIDS, ActionAid Regional Representative

JOB SUMMARY

The Technical Advisor will offer strategic, financial and management leadership to a national team to develop, execute and monitor strategies and activities aimed at reducing and curtailing the spread and impacts of HIV/AIDS in Rwanda. They will have a matrix reporting relationship as follows:
  • Management and operational reporting relationship to the ActionAid Rwanda Country Representative.
  • Strategic reporting relationship to the Regional Team Leader based in Nairobi, Kenya, who will provide strategic guidance and technical support.
  • Management reporting relationship to the SIPAA Steering Committee in Rwanda who will provide overall in-country guidance and support the production of plans, budgets and reports.

They will have functional relationships with other members of ActionAid Regional teams in Kenya and Harare as well as DfID and UNAIDS teams in Rwanda. They will work closely with the National AIDS Council (CNLS) in Rwanda, supporting the council in the development and management of strategies in HIV/AIDS work. They will also work closely with the support units of Joint Programme Aide et Action and ActionAid Rwanda who will provide appropriate support to the programme when necessary.

PROGRAMME DEVELOPMENT

The Technical Advisor will lead programme development and design in close consultation with CNLS and the SIPAA Steering Committee and provide strategic directions for the SIPAA project in Rwanda. This will include the following:
  • Strategic planning and facilitation of participatory processes involving key actors for the development of Annual Work plans for the SIPAA project during the duration of the project.
  • Facilitation of linkages to relevant institutions as necessary
  • Identification of resource people as necessary
  • Spearhead a process of learning from best practice that engages all actors at national and community levels through research and documentation
  • Ensure that the strategies and plans are in tune with the National Strategic Plans and address specific programme components of the National Plan of Action on HIV/AIDS.
  • Ensure that strategies and plans support and complement the World MAP project and other HIV/AIDS interventions in Rwanda.

The counsel of the SIPAA Steering Committee will guide the extent of discretion in programme development. The Technical Advisor will have full responsibility for programme development.

PROGRAMME MANAGEMENT

Overall management of the SIPAA programme delivery as well as management of material and human resources including the following:

Programme

Management of the implementation of Annual Work plans to address specific programme components of the National Plan of Action on HIV/AIDS. This will include:
  • Reinforcement of the capacity of CNLS to implement the World Bank MAP project including decentralisation, multi-sector interventions and enhanced community level uptake of World Bank funds.
  • Civil society capacity building and engagement in HIV/AIDS interventions in Rwanda that respond to the National Plan of Action on HIV/AIDS.
  • Reinforcement of networking among actors in Rwanda to ensure synergy in HIV/AIDS interventions.
  • Promotion of behaviour change communication
  • Facilitation of support to local NGOs
  • Reinforcement of community level support and care.

Human Resource

The Technical Advisor, in collaboration with the Joint Programme Aide et Action and ActionAid Rwanda Administrative and Personnel Officer, will develop and manage systems that would facilitate effective programme delivery, enhance internal communications and increase team synergy

The Technical Advisor will have overall responsibility for the management of any staff directly working with them, to facilitate the functioning of the project. The Technical Advisor A will also have responsibility for staff growth and appraisals

PROGRAMME SUPPORT

The Technical Advisor will provide management support to all programmes and activities in the implementation of the SIPAA Rwanda project including:
  • Information, planning, review and other workshops
  • Training and all capacity building related events
  • Logistical support

The Technical Advisor will also ensure effective and efficient internal and external communication related to the SIPAA project.

MONITORING, EVALUATION AND IMPACT ASSESSMENT

The Technical Advisor will lead in the development and implementation of a monitoring system that enhances partner and community participation in programme monitoring. They will take responsibility and ensure that project standards are met with the view to achieving project impacts in the long term. Project standards in this case refers to adherence to the contents of approved project document and ActionAid /DfID contract conditions including DfID purchasing guidelines.

The Technical Advisor will also ensure consistent and thorough documentation of SIPAA project processes, outcomes and lessons learnt including
  • Quarterly reporting
  • Semi-annual and annual reviews and
  • All other forms of documentation

While the content and quality of all forms of documentation are the responsibility of the Technical Advisor, all such documentation must receive the approval of the SIPAA Rwanda Steering Committee before they are shared with partners.

PRIMARY LIAISON

External Linkages

The Technical Advisor will play an interface role for the project in her linkages with the following:
  • Government of Rwanda through definite support to the CNLS in the areas of capacity building and strategy development.
  • Donors including multilateral and bilateral donors to create a profile of supporters and identify possibilities for multi sector HIV AIDS work.
  • All other players in the field of HIV/AIDS work in Rwanda to construct strategic linkages, develop strategic engagement lines and explore avenues for dialogue and collaboration.

Internal Linkages

The Technical Advisor will maintain the following internal linkages:
  • The SIPAA Rwanda Steering Committee who will provide in-country guidance in programme delivery.
  • Strategic linkage with the SIPAA Project Team who will provide general strategic directions and technical support and also ensure linkages to other components of the SIPAA project in the Africa Region.
  • The ActionAid support units including Finance, HR/OD, Programme and Administration to benefit from the services of such units and ensure that the SIPAA project and other Joint Programme Aide et Action and ActionAid Rwanda programmes reinforce each other.

REPORTING

The Technical Advisor will participate in the development of appropriate reporting systems and lines to meet the standards required to achieve project goals and donor reporting requirements. They will be accountable for the production of all types of reports and documentation required.

Representation

The Technical Advisor will have representation responsibilities that they will carry out on behalf of the project. They will represent the national project at the local, national and international levels.

FINANCIAL MANAGEMENT

The Technical Advisor in collaboration of the Joint Programme Aide et Action and ActionAid Rwanda Head of Finance will ensure efficient management of the finances of the project including the following:
  • Preparation of annual budgets that respond to the general project frame provided in the project document and agreement.
  • Ensure that financial expenditures and accounting documentation are in conformity with the standards set out in the policy manuals and project agreement.
  • Ensure adherence to all policy issues relating to finance.
  • Production of timely and accurate management finance statements that reflect actual fund utilisation and achievement.

The Joint Programme Aide et Action and ActionAid Rwanda Country Representative will have overall supervisory and monitoring responsibilities for all financial issues.

Internal corrective measures

The Technical Advisor in collaboration with the Joint Programme Aide et Action and ActionAid Rwanda Head of Finance will develop an internal system that would recognise an audit trail. They will be accountable for instituting corrective actions to contain financial practices way off the standards agreed and documented.

Any other duties

The Technical Advisor will also perform any other responsibilities that the employer or Regional SIPAA Team Leader may assign them in the course of their normal duties.
