Note: The qualification and experience of the expert must clearly match the profiles indicated below. He / she must have the nationality of one of the EU Member States or of East-European countries.
Within a PHARE 2001 project in Poland on, Improving quality standards of employment promotion services, and starting approximately on September 2003, Cras-Italia is looking for:
A Short Term Expert in development for general methodology of quality standards of employment promotion services (40 man/days).
Assignment:
- Collection of documentation and other information on existing standards.
- Analysis of best quality models, methods and practices applied in Europe.
- Proposal of the quality methodology framework that should be adapted to the programmes objectives.
He/she must have the following background/experience:
- Relevant educational background at a suitable academic level
- Min 10 years of professional experience (after obtaining first university degree) in required field (developing, planning and implementing total quality management in particular related to public services),
- EU or Phare countries experience,
- Fluency in English or Polish with working knowledge of English (knowledge of the Polish language will be considered as an asset)
A Long Term Expert for developing new standards for Employment Promotion Services (EPS) for public institutions (260 man/days).
Assignment and core competencies:
- method of adaptation of existing EPS standards
- development of new standards in procedures of registration of unemployed
- development of new standards in Poviat Labour Office procedures for subsidized employment
- development of new standards in implementing Individual Action Plans for unemployed young people
- development of new standards in procedures for control of the legality of employment
- development standards of evaluation's procedures in the domain of the quality of EPS provided by public institutions
- evaluation of manpower requirements and all financial costs for implementing and running all above-mentioned quality standards - including analysis of the scope of changes and costs related to adaptation of computerised information system run by labour offices (PULS system)
He/she must have the following background/experience:
- Relevant educational background at a suitable academic level
- Min 10 years of professional experience (after obtaining first university degree) in required field (developing, planning and implementing total quality management in particular related to public services, evaluation of standards, employment policy),
- EU or Phare countries experience,
- Fluency in English or Polish with working knowledge of English, (knowledge of Polish will be considered an asset)
