Location: Timor-Leste - Pante Makassar, Oecussi Ambeno District
BACKGROUND/PROJECT OBJECTIVE(S)
Oecussi Ambeno is a Timor-Leste enclave, located some 80km outside Timor-Leste's territory within the Indonesian province of Nusa Tenggara Timor (West Timor). As Timor-Leste gained its Independence, the introduction of international borders caused Oecussi Ambeno to lose its economic ties with the West-Timor, leaving this Timor-Leste district in virtual isolation. Overall social and economic indicators bear evidence of the poorly developed state of the district and the low level of human development.
Oecussi Ambeno Community Activation Programme (OCAP) is a programme jointly funded by the EC and UNDP. The overall objective of OCAP is to contribute to the national development goal of poverty reduction through the restoration of sustainable livelihood opportunities for the residents of Oecussi Ambeno district. This is to be achieved by means of pursuing a community-driven and participatory development strategy and capacity development. This will be aimed at three areas in particular, namely delivery of basic social services, income and employment creation and food security.
The intended outcomes of the programme are the following:
- Cohesive community groups formed with capacity to prioritise their needs, propose
- development activities, negotiate resource allocation, and implement activities.
- Vulnerable groups have been empowered to participate in community decision-making
- processes.
- A culture of self-reliance developed.
- Community based savings and credit schemes established.
- Delivery of basic services improved through community level investments in facilities and infrastructure.
- Food security improved the introduction of new crop varieties and productivity gains. Supplementary household income generated by means of expanding agricultural production beyond the level of subsistence.
- Viable micro-scale business opportunities identified
- Local government institutions capacitated to coordinate,facilitate and support local development activities by applying a participatory approach.
DUTIES AND RESPONSIBILITIES
Reporting to UNDP/UNOPS and being responsible to the National Steering Committee (PSC), and in closest of coordination and cooperation with the National Programme Manager, the PSME will perform the following responsibilities:
- In conjunction with the Project Manager, undertake start-up activities of the Oecussi Ambeno Community Activation Programme (OCAP).
- Establish a Programme Implementation Unit (PIU).
- Facilitate the establishment of Programme Steering Committee (PSC) and District Programme Working Committee (PWC) with full ownership of the government of Timor-Leste and the communities.
- Make a major input into formulation of programme policies and approaches to be adopted to attain the project's goals.
- Establish sound project management and operational procedures.
- Establish necessary forms and worksheets for daily operation.
- Establish common guidelines in the areas of community mobilization and empowerment, project formulation and selection, Community Development Fund operation, budget allocation, payment, performance evaluation, infrastructure management, savings & credit schemes, gender mainstreaming, media promotion, monitoring and evaluation, and reporting.
- Create menus of possible community based development activities.
- Provide an orientation to all staff, including the objectives of the project and how the programme will go about attaining these objectives.
- Provide on-the-job training in all aspects of programme management and implementation. Ensure that the PIU staff are efficient and effective in carrying out daily functions, such as recruitment, procurement, financial management, stakeholder consultation, review and selection of community based activities, field monitoring and evaluation, reporting, or public relations.
- Facilitate the collection of basic baseline data.
- Lead the staff through an exercise whereby they will undertake the drawing up of detailed annualised workplans with phased indicators for the programme sub-components they will be working on.
- Lead an exercise whereby the staff undertakes the design, field work and analysis of a simple baseline survey. This survey will have a limited number of very focussed elements which can be used as indicators of impact through the life of the programme.
- Liaise regularly with relevant government agencies, particularly at district and sub-district level, as well as community groups, other related institutions, civil society organisations and programmes.
- Ensure that the Programme Manager receives an exposure to and becomes proficient in all aspects of programme management.
- Identify and overcome factors which may act as constraints to the programme meeting the defined development outcomes.
Expected Output:
- An inception report.
- Guidelines, procedures, manuals, and forms (as specified in the programme document).
- Detailed multi-year workplans.
- Regular progress and financial reports.
- Media promotion materials, etc.
REQUIREMENTS
- Applicants should be from EC origin since this is a EC funded project
- A post-graduate degree in the field of development, project management, or agriculture.
- At least 10 to 15 years of progressive experience in project management and implementation, particularly in community-based area development activities.
- Knowledge of various methodologies for project management, community mobilization, capacity building, participatory planning, and/or agricultural development.
- A proven ability to provide on-the-job training in planning, setting up systems, programme management and effective programme implementation.
- Experience with the UN organizations/agencies is an asset.
- Working experience in post-crisis environments is an asset.
Other Desired Qualifications:
- Fluency in English both written and spoken.
- Strong interpersonal and communication skills.
- Strong cultural sensitivity and ability to lead a team of national and international professionals.
- Ability to work effectively with stakeholders from different backgrounds, including government officials, civil society, and private sector entities.
- Ability to produce efficiently under pressure.
- Strong skills in the use of computers for word processing, spreadsheets, database and internet-based communication tools.
- Availability and willingness to undertake extensive field activities under difficult conditions.
- Knowledge of Baiqueno, Tetun, Portuguese, and/or Bahasa Indonesia is an asset.
