Background information

Sri Lanka is being torn apart by the civil war between Tamil rebels and the Sri Lankan state. Since 1983 it has caused more than 65,000 deaths and 1,500,000 displaced people. Peace dialogue between Government and the Liberation Tigers of Tamil Eelam is more promising than ever before. Cordaid supports various local ngo’s, the main sectors are human rights and basic social services. Humanitarian assistance is concentrated on medical relief and rehabilitation programmes.

Cordaid supports Mannar Base Hospital since 1997.Mannar Base Hospital is the Referral hospital of the Mannar district and as such the most important medical Facility in the district. It is a governmental under the direct responsibility of the Ministry of Health, Colombo. The district of Mannar covers approximately 2000 km2 and has a population of 96500 peoples. The population in the Mannar district is for almost 100% of Tamil origin.

The Mannar Base Hospital has a total of 186 staff positions, out of which 143 have been filled (March 2001). There are 12 medical officers and the staff has been supplemented since last year with a dental surgeon, a physiotherapist and a radiographer.
The only senior medical doctor is the DMO. The hospital has no consultants available at all apart from the expatriate surgeon.

Duties and responsibilities

The surgeon will be assigned the following responsibilities in the field of:

Management and organisation
  • to be in charge of the surgical department of the hospital, including the supportive departments of sterilisation and maintenance of instruments
  • to be a member of the Management Team of Mannar Hospital
  • to advise actively in management issues
  • to be a member of the District Health Forum
  • to provide technical advise in improving the efficiency of diagnostic departments, as well as laboratory and pharmacy

Clinical
  • to organise and perform all major and minor surgical activities
  • to assist in other clinical departments as called upon

Training and supervision
  • to organise clinical meetings for medical staffs
  • to participate in training and teaching programmes
  • to undertake high priority initiatives to introduce, in close co-operation with DMO, the system of delegating certain well-defined and standardised medical procedures to paramedical staffs, and to setup a training schedule accordingly

Administration
  • to keep record of statistics on patients and procedures in the surgical department and to submit a three monthly report to DMO and to MMM

Development and support
  • To liaize with referral hospitals and with the Min. of Health Colombo;
  • To develop a link between Jaffna Medical University and Mannar hospital; objective: establish Mannar hospital as a training hospital in order to increase interest local medical staff to work in Mannar Hospital.
  • To further develop and support the overall health care activities of Cordaid in Mannar district (a.o. reconstruction part of the hospital, re-establishing health centers, supervision mobile clinics).
  • To support the initiation and development, in close cooperation with MoH, DMO and Hospital direction, temporarily posting of surgeons from Colombo in Mannar hospital in order to promote full time posting of local surgeons in Mannar.
  • To support actively the exploration, discussion, develop and support initiatives, together with all stakeholders, towards the posting of a local fulltime surgeon in Mannar hospital.

Qualifications
  • Degree of a surgeon
  • Work experience as a surgeon at least 5 years preferably in Asia
  • Excellent verbal and written skills in English
  • Excellent communication skills
  • Proven skills in training and monitoring

Contract information

The contract period is for twelve months, starting as soon as possible. Conditions of employment will be according to the Dutch regulations. The gross salary for the position varies between € 2.061, - and € 3.840, - depending on age and experience.

Specifics of location

Mannar is a small very isolated city, and situated nearby the sea. Traveltime to Colombo is approximately 5 hours. Telephone and e-mail connection are available.
