Maluku is a disparate group of islands and peoples geographically dispersed from North to South over more than 1000 km and unified for convenience in 1999 into one province.

The population in Maluku Utara is 85% Muslim, 10% Christian and 5% other religions.

A violent struggle for power began in Ambon between Muslims and Christians, which quickly spread throughout Eastern Indonesia. The opposing groups engaged in mass killings and atrocities in the following months.

The conflict in Maluku Utara started in 1999 with attacks in Malifut / Kao between the Makian population and the original population (a result of a transmigration program 20 years earlier) and in Tobelo/Galela, a Christian area, between Christians and Muslims.

The Muslim population fled to Muslim majority areas in Halmahera and Ternate, while the Christian population fled to Tobelo and to the North Sulawesi province (Manado and Bitung). The violence flared up regularly and approximately 2,000 people lost their life before the year 2000, when the situation stabilised and the Provincial Government could start with reconstruction and reconciliation programmes for returnees.

Cordaid has established an office based in Ternate (provincial capital of Maluku Utara) and has three nationals (logistician, administrator/monitoring officer, and liaison officer) and one expatriate (project co-ordinator) on staff.

Cordaid Ternate, will work in close co-operation with the secretariat of a consortium and 4 local NGO’s to implement a reconstruction and training programme.

Cordaid is looking for an Administrator/Office Manager for 6 months to provide office support. The financial part will take 70% of the job.

Duties and responsibilities
- Processing the daily financial administration
- Preparation of weekly and monthly financial reports
- Monitoring of the financial administration of the Consortium
- Preparation of monthly budgets
- Replacing the programme co-ordinator in meetings
- Assisting the programme co-ordinator in developing new projects and assessment missions
- Responsible for the office management

Qualifications
- Knowledge of basic elements of financial administration
- Experience with working with NGO’s
- Experience in managing a small staff
- Good computer skills
- Good communication skills
- Fluency in English

Contract information
The contract period is for 6 months, starting 1 May. Conditions of employment will be according to Dutch regulations. The gross salary varies between € 1.846,-- and € 2.743,-- depending on age and experience (PSO norm).

Specifics of station
Ternate can be reached by plane, three flights per day to Manado, which is the hub to Jakarta or Singapore. The programme activities are mostly outside Ternate and are mostly only reachable by speedboat (maximum 5 hours, one way). Entertainment possibilities are very limited.
