1. GENERAL DESCRIPTION
HealthNet International has an extensive track record in Afghanistan and Pakistan, which has so far been built around two successful, independent programmes:
- Health Care Support Programme (HCSP), which primarily aims at the improvement of the health systems in 7 districts of Nangarhar province, arranged in clusters. The programme comprises of different projects, which contribute to the overall aim. Additional programmes in the tribal areas inside Pakistan complement the HCSP. The main base is in Jalalabad, yet essential support structures are currently in place in Peshawar, Pakistan but are in the process of being moved to Kabul.
- Malaria Leishmaniasis Control Programme (MLCP), which aims at the nationwide control of a limited number of diseases all over Afghanistan and in tribal areas and refugee camps in Pakistan. Main base is in Peshawar (also being moved to Kabul), activities in Afghanistan are carried out from units/clinics in Herat, Mazar-i-Sharif, Kabul, Kandahar.
Furthermore, HNI has a liaison office installed in Kabul since April 2002 to ensure optimum interaction with donors, government agencies, UN agencies and other local and international partners. This office is currently staffed by an expatriate Liaison Officer and a small number of local support staff.
The management structure of HNI projects in Afghanistan/Pakistan is currently in the process of being revised and reshaped. The new structure is envisaged to bring together the existing two programme pillars under one unified and comprehensive HNI Afghanistan/Pakistan programme, which will be supervised and managed by the Country Manager. In addition to this structural adjustment, HNI is also in the process of expanding its cluster health care model to other provinces in the country. Included in this effort is the proposal developed for the Kapisa province immediately to the north of Kabul. Pending the awarding of the contract, HNI would like to station a program manager/cluster coordinator in Kapisa to manage and oversee project implementation.
2. PURPOSE OF POSITION
The Program Manager/Cluster Coordinator is responsible for the overall management, supervision and control of all project activities in his/her respective cluster in Kapisa province. This includes responsibility for all administrative and financial procedures, for the supervision of expatriate and local staff, and for the preparation of narrative reports, external as well as internal.
S/he will be responsible for overseeing and co-ordinating the development, implementation, co-ordination, monitoring and evaluation of the project activities. In addition to carrying out general management tasks, the Program Manager will serve as the main link between the project and local health officials, in this respect ensuring that all official requirements are met as well as collaborative planning is carried out.
The Program Manager is also expected to take part in HNI's eventual further development in the country, by exploring new opportunities in the province as well as in neighbouring provinces, and by networking with potential partners and donors involved in health system development in the country.
3. CORE RESPOSIBILITIES AND TASKS
- To manage and oversee the overall project implementation in Kapisa province cluster(s) in accordance to the project objectives and in line with the donor requirements and HNI's mission and policies;
- To analyse the health situation in the province, develop policies and strategies and explore options for project development and implementation;
- To select and recruit local project staff;
- To ensure that the monitoring and reporting of projects are in accordance with the required formats and time frame and with donor requirements;
- To provide supervision to all project expatriate and local staff;
- To be a counterpart to the provincial health department and health facilities committee advising on all related management aspects of the cluster;
- To represent HNI at the level of government institutions, potential partners, donors and local and international NGO's in the province and/or region;
- In collaboration with the Amsterdam office, to identify potential donors, formulate project proposals, including budgets.
4. PROFILE
- Degree (Masters preferred) in public health or related subject such as health systems development;
- Extensive project management and administrative experience;
- Minimum 6 years in a similar position in developing countries;
- Previous experience in an Islamic country, especially Afghanistan is an asset;
- Proven experience in district public health development;
- Proposal writing and reporting skills;
- Fluency in written and spoken English;
- Flexibility, cultural and political sensitivity and ability to live and work under stressful and harsh conditions.
5. TERMS AND CONDITIONS
- The initial contract will be for one year, with the option to extend.
- Salary and terms of conditions: Salary scale 5 (minimum € 2,103 and maximum € 2,971) plus housing and living allowances and an attractive benefit package.
